新时期乡镇公务员行政道德制度化研究

【摘要】:我国在实行改革开放政策30年以后进入了新的历史发展时期,这一时期的特殊性给政治稳定、经济建设和社会发展等关系到国计民生和国家未来的重要领域带来了新的机遇和挑战。我国广袤的乡镇社会也同样面临着进入发展新时期的新形势和新问题,这对于负责管理和服务当地民众社会需求、实现民众公共利益的乡镇公务员来说是一个严峻考验。改革的不断深入和体制机制上的落后往往导致改革红利在社会分配过程中不合理现象的发生,加之相关法律法规的不健全以及体制机制上的缺陷,一直以来,乡镇公务员使用自由裁量权而进行利益分配的规则给乡镇公务员行政道德意识带来挑战。学界普遍认同乡镇公务员的行政道德建设对于解决上述问题的适用性和有效性,而本文恰恰找到了实现乡镇公务员行政道德建设最为快捷有效的途径——制度化,同时,有的放矢地提出了实现乡镇公务员行政道德制度化建设目标、原则与实施策略。 本文主要包括以下三个部分: 第一部分为乡镇公务员行政道德制度化的概念界定与理论基础。在这一部分的研究当中,本文对公务员行政道德及其制度化的概念进行了深入地学理探讨,同时从行政伦理理论、公共服务理论和激励理论三个基本理论视角出发,为分析我国公务员行政道德制度化问题提供理论依据和分析框架。 第二部分为新时期乡镇公务员行政道德制度化的现状分析。这一部分的研究旨在多维度分析新时期的基本特点、新时期对乡镇公务员行政道德制度化的影响。在此基础上,,全面总结和肯定了近年乡镇公务员行政道德制度化所取得的成就。同时,指出新时期乡镇公务员行政道德制度化所面临的困境,最终,阐明新时期乡镇公务员行政道德制度化的必要性。 第三部分为新时期乡镇公务员行政道德制度化的对策建议。针对新时期乡镇公务行政道德制度化所面临的困境,本文提出了新时期乡镇公务员行政道德制度化的目标、原则和实施策略。
[Abstract]:After 30 years of reform and opening up, China has entered a new period of historical development. The particularity of this period has given political stability. Economic construction and social development have brought new opportunities and challenges to the important fields of national economy and people's livelihood and the country's future. China's vast township society is also facing the new situation and new problems in the new period of development, which is a severe test for the township civil servants who are responsible for managing and serving the social needs of the local people and realizing the public interests of the people. The deepening of the reform and the backwardness of the institutional mechanism often lead to the unreasonable phenomenon of the reform dividend in the process of social distribution, coupled with the imperfect laws and regulations and the defects of the institutional mechanism. The rule that township civil servants use discretion to distribute benefits brings challenges to the administrative moral consciousness of township civil servants. The academic circles generally agree that the construction of administrative morality of township civil servants is applicable and effective to solve the above problems, and this paper finds the most efficient way to realize the construction of administrative morality of township civil servants-institutionalization, at the same time, The aim, principle and implementation strategy of realizing the institutionalization of administrative morality of township civil servants are put forward. This article mainly includes the following three parts: the first part defines the concept and the theoretical basis of the township civil servant administrative morality institutionalization. In this part of the study, this paper deeply discusses the concept of civil servants' administrative morality and its institutionalization, at the same time, from the administrative ethics theory, the public service theory and the incentive theory three basic theories angle of view, To provide theoretical basis and analytical framework for the analysis of the institutionalization of civil servants' administrative morality. The second part analyzes the present situation of the institutionalization of administrative morality of township civil servants in the new period. The purpose of this part is to analyze the basic characteristics of the new era and its influence on the institutionalization of the administrative morality of township civil servants. On this basis, it summarizes and affirms the achievements made in the institutionalization of administrative morality of township civil servants in recent years. At the same time, this paper points out the difficulties faced by the institutionalization of the administrative morality of township civil servants in the new period, and finally clarifies the necessity of institutionalizing the administrative morality of the township civil servants in the new period. The third part is the countermeasures and suggestions for the institutionalization of administrative morality of township civil servants in the new period. In view of the difficulties faced by the institutionalization of township civil service administrative morality in the new period, this paper puts forward the objectives, principles and implementation strategies of the institutionalization of township civil servants' administrative morality in the new period.
