政府购买公共服务制度化研究

【摘要】：政府购买公共服务是我国政府在完善服务供给过程中出现的新型思考路径,近年来已在各地的供给实践上得到了广泛实践运用。政府购买模式的优化肯定了市场机制在社会信息方面的优势,以期实现政府、市场和社会的有效合作和互利共赢。目前我国政府相关购买活动在各省市地方进行探索与实践的过程中取得了一定有益成果,但同时也显现出若干问题,如购买流程不规范、购买对象、范围、评估、合同监管等模糊不清、服务质量大幅缩水等短板。相关问题的出现,究其原因是政府进行组织服务购买时的各个流程环节尚待理顺,如缺乏全国性规范法律条例支撑、缺乏公平公正的服务购买环境、缺乏有效的监管与评估、缺乏直接受众即广大群众对这一机制的认可和支持等。故研究首先就制度化探索目的展开阐述,即包括政府购买公共服务制度化相关背景、意义,国内外相关研究,及写作思路等;再就与政府购买公共服务有关的概念及学理基础予以回顾归纳;第三部分重点阐述购买服务实际运作中显现的诸多问题以此凸显实现制度化的必要性,再通过国家政策条件的支持及西方成功经验的借鉴论述制度建设的可行性;研究第四部分梳理了我国政府购买公共服务经历的三个阶段,即我国政府购买活动的现实制度安排;第五部分则重点关注阻碍服务购买制度构建的若干因素;研究最后部分则针对制度化过程中的困难障碍探索改进与完善的可行之道。本文侧重考察政府购买公共服务中关于制度化的层面,意在关注我国当前阶段的现实制度安排,挖掘阻碍政府购买公共服务活动制度发展的相关要素,最终以此为据梳理出升级改进和完善发展的可行路径。
[Abstract]:Government purchase of public service is a new way of thinking for our government in the process of perfecting service supply, which has been widely used in supply practice in recent years. The optimization of government purchase mode confirms the advantage of market mechanism in social information, in order to realize the effective cooperation and mutual benefit of government, market and society. At present, some beneficial achievements have been made in the process of exploration and practice of the relevant purchasing activities in various provinces and cities, but at the same time, some problems have emerged, such as the non-standard purchase process, purchase object, scope, evaluation, etc. The contract supervision and so on vague, the service quality shrinks and so on short board. The causes of the related problems are that the various processes of the government's organizational service purchase need to be straightened out, such as the lack of national normative laws and regulations, the lack of a fair and just service purchase environment, the lack of effective supervision and evaluation. Lack of direct audience, that is, the broad masses of the recognition and support of this mechanism. Therefore, the first part of the study is to elaborate the purpose of institutionalization, that is, the background, significance, domestic and foreign research and writing ideas of the institutionalization of government purchase of public services. Then the concept and theoretical basis related to the purchase of public services by the Government are reviewed and summarized. The third part focuses on the purchase of services in the actual operation of a number of problems in order to highlight the necessity of institutionalization, and then through the support of national policy conditions and the successful experience of the West to discuss the feasibility of the construction of the system; The fourth part of the study combs the three stages of our government purchase of public service, namely, the realistic system arrangement of our government purchase activities, the fifth part focuses on some factors that hinder the construction of service purchase system. In the last part of the study, we try to explore the feasible ways to improve and perfect the difficult obstacles in the process of institutionalization. This paper focuses on the institutional level of government purchase of public services, intends to pay attention to the current stage of our country's practical institutional arrangements, excavating the relevant elements that hinder the development of government purchasing public service system. Finally, this as the basis of combing out the upgrading and improvement and development of the feasible path.
