政治文化视域下的我国基层公务员治理研究
[Abstract]:At present, our country is in the important period of political and economic system transformation. Since the third Plenary session of the 11th CPC Central Committee, although China has made certain achievements in the reform of the political and economic system, compared with the tremendous economic achievements, the construction and development of the political and cultural fields in China have been relatively backward. Therefore, the research on the governance of grass-roots civil servants in our country should fully take into account the influence of political culture. As the basis and bridge of communication between the government and the public, grass-roots civil servants are the spokesmen for the image of the government. How to effectively contain the moral demonstration and behavior imbalance in the civil servants at the grass-roots level in our country has become an important influence factor to promote the socialist modernization and the rapid development of national governance by law. This article is just to take this as the breakthrough point to carry on the research and the discussion to our country grass-roots civil servant governance. This paper uses the historical research method, the internal and external cause analysis method and the literature research method to analyze the political culture as the core idea of the civil servant group internalization. It is how to influence and even control the nature and direction of individual behavior within grass-roots civil servants. The main content of the article is divided into the following five parts: the first part is an introduction. This paper mainly introduces the research purpose and the theoretical and practical significance of the research, expounds the basic status quo of the related research at home and abroad, the research methods and main contents of this paper, and finally analyzes the difficulties and innovations of this research. The second part is an overview of the basic theory needed in this study. It mainly includes clarifying the political culture, the concept of basic civil servant and civil servant governance, and the relevant theoretical basis. The third part analyzes the current situation and existing problems of the civil servant governance at the grass-roots level in China, mainly including the achievements made in the governance of the civil servants at the grass-roots level since the founding of the people's Republic of China and the problems existing in the governance of the civil servants at the grass-roots level in our country at the present stage. The fourth part analyzes the causes of the existing problems of grass-roots civil servants in China, including the internal and external causes of the moral anomie of grass-roots civil servants. The fifth part probes into the countermeasures and suggestions on how to strengthen the governance of civil servants at the grass-roots level on the basis of the analysis of the causes of the problems.
