大数据公共治理价值观:基于国家和行政层面的分析

【摘要】：大数据公共治理是指政府和公共组织运用大数据科技方法,在开放的数据平台上进行决策、监管和服务。本文梳理了国家核心价值观对大数据公共治理在把握历史规律、明确发展方向、培育改革动力等方面的引领作用,探索了行政价值观对大数据公共治理的导向、结构、规范等指导功能;归纳了国家核心价值、行政价值与大数据公共治理价值观之间的内在的逻辑关系;分析了大数据公共治理价值观对治理主体、治理客体和治理工具三个方面的影响;提出了大数据公共治理价值观的价值目标、价值尺度、价值层次的基本框架。
[Abstract]:Big data's public governance refers to the decision, supervision and service of the government and public organization on the open data platform. This article combs the national core values to big data public governance in grasping the historical law, the clear development direction, cultivates the reform motive force and so on the leading function, has explored the administrative value to big data public governance guidance, the structure, Normative and other guiding functions; The paper sums up the internal logical relationship between the core value of the country, the administrative value and the public governance value of big data, and analyzes the influence of the public governance value on the governance subject, the governance object and the governance tool, and analyzes the influence of the public governance value on the subject of governance, the object of governance and the tool of governance. This paper puts forward the basic framework of big data's value goal, value scale and value level.
