我国基层政府公信力提升研究

【摘要】：随着我国公民权力的逐渐提升,公民逐渐的参与到政府事务管理中,监督着政府行为,同时也为社会机构的稳定发展作出了贡献。基层政府作为和公民之间接触最为频繁,关系最为紧密的政府组织,要想在人民群众中树立起基层政府的形象和威信,就必须要提升基层政府的公信力,做到让人民群众省心、放心、安心。基层政府的公信力顾名思义就是使公众信服的力量,在社会主义建设时期,公信力对我国基层政府提出了要建设透明的信息化政府、建设法制化的政府、建设诚信化政府等要求。然而,在我国的地方、区县以及乡镇区域,基层政府的公信力并没有得以良好的发挥,原因在基层政府公信力内力的缺失,基层政府尚没有认清公信力对政府组织的作用,对社会机构的稳定的作用,以及对与老百姓建立起亲密关系的作用。因此,本文的研究这对于建设社会诚信文化,保持社会的稳定,实现民主监督、营造良好的党群关系、干群关系和政府与公民关系,实现社会和谐发展等都具有重要的现实意义。本文由五部分组成。第一部分阐述了文章的研究背景及意义,对国内外的相关研究现状作出了总结,并提炼出了对本文的研究具有价值的观点。第二部分对相关的理论及概念进行了介绍和界定,将基层政府、基层政府公信力、社会机构的稳定及其基本要求进行了阐述,提出了提升基层政府公信力的意义。第三部分对基层政府公信力对社会机构的稳定的作用进行了研究,从积极作用和消极作用两方面分别进行论证。第四部分对基层政府公信力在维护社会机构的稳定中面临的问题及原因进行分析,找出了目前基层政府公信力在维护社会机构的稳定中面临的问题,即行为公信力弱化、政策公信力弱化、政府绩效公信力弱化,通过分析找出了公信力弱化的原因,即社会转型期的信任危机挑战、政府部门对政府公信力的重要性认识不够以及网络环境下信息传播迅速和透明。第五部分为提高基层政府公信力与维护社会机构的稳定制定了对策,提出要建立健全公务员的诚信管理制度;建设创新性政府,健全社会机构的稳定行政体制;优化基层政府的危机教育环境。
[Abstract]:With the gradual promotion of civil power in China, citizens gradually participate in the management of government affairs, supervise the government behavior, and also contribute to the stable development of social institutions. As government organizations that have the most frequent contact with citizens and are most closely connected with each other, if they want to establish the image and prestige of grass-roots governments among the people, they must enhance the credibility of grass-roots governments and make the people worry less. Rest assured. The credibility of grass-roots governments is, as the name implies, the power to convince the public. In the period of socialist construction, the credibility of the grassroots governments in our country has proposed to build a transparent information-based government and a legalized government. The first part describes the research background and significance of the article, summarizes the current research situation at home and abroad, and abstracts the valuable points of view for this study. The second part introduces and defines the relevant theories and concepts, expounds the basic government, the credibility of the grass-roots government, the stability of social institutions and its basic requirements, and puts forward the significance of enhancing the credibility of the grass-roots government. The third part studies the role of the credibility of the grass-roots government on the stability of social institutions, from the positive role and the negative role of the two aspects. The fourth part analyzes the problems and causes of the credibility of the grass-roots government in maintaining the stability of social institutions, and finds out the problems faced by the credibility of the grass-roots government in maintaining the stability of social institutions, that is, the weakening of the credibility of behavior. The credibility of policy is weakened, and the credibility of government performance is weakened. Through the analysis, we find out the reasons for the weakening of credibility, that is, the challenge of trust crisis in the period of social transformation.
