从参与治理到合作治理:我国环境治理模式的转型

【摘要】：参与治理与合作治理在主体的平等性、功能性、或缺性等方面截然不同。人类已经进入了一个高度复杂性和高度不确定性的时代,从参与治理模式转向合作治理模式是大势所趋。然而到目前为止,我国的环境保护与治理模式总体上仍然是政府主导、公众参与,即参与治理模式。由于环境的公共物品性质、环境问题的复杂性以及环境行为的外部性,环境保护领域特别适合也特别应当合作治理,即由政府、公众、企业、环保组织等在平等的基础上进行共同治理。
[Abstract]:Participation in governance and cooperative governance in the subject of equality, functionality, or lack of completely different aspects. Human beings have entered an era of high complexity and high uncertainty. It is a general trend to change from participating governance mode to cooperative governance model. However, up to now, the environmental protection and governance mode of our country is still dominated by the government, public participation, that is, participation in governance mode. Because of the nature of the public goods of the environment, the complexity of environmental problems and the externality of environmental behaviour, the field of environmental protection is especially suitable and should be governed in cooperation, that is, by the government, the public, enterprises, The environmental protection organization and so on carries on the common governance on the basis of equality.
