压力型体制的治理限度及其调适

【摘要】：压力型体制是改革开放以来中国发展取得重大成就的内在体制性原因,但它在治理效能上亦存在不足与限度。这种问题与限度主要表现在:一定程度的系统性官民疏离、领导干部的夹缝处境、部门或地方的策略性应对、体制内官员压力与动力的失衡、民众主体地位一定程度的丧失等。对于压力型体制的调适来说,一方面要合理划分中央、地方与基层的责权利,赋予地方更大的自主空间,另一方面要积极有序推进民众参与,实现各级领导干部对上负责与对下负责的切实统一。
[Abstract]:The pressure-type system is the internal institutional cause of the major achievements of China's development since the reform and opening-up. This kind of problem is mainly manifested in the following: a certain degree of systematic official people's alienation, the joint situation of the leading cadres, the strategic response of the department or the place, the imbalance between the pressure and the power of the officials in the system, the loss of the status of the main body of the people, and so on. For the adjustment of the pressure type system, on the one hand, it is necessary to reasonably divide the rights of the center, the local and the base, to give the local greater autonomous space, and on the other hand, to promote the participation of the people in an orderly and orderly manner, and realize the effective and unified responsibility and responsibility of the leading cadres at all levels.
