基于公平关切的微政务信息公开收益共享契约研究

【摘要】：针对实施微政务信息公开服务中的收益共享问题,构建了公平关切视角下微政务信息公开供给者(以政府为代表)与微政务信息公开使用者(以公众为代表)的收益共享契约模型。设置了政府与公众同时具有公平关切且公平关切程度相同、只有政府具有公平关切、只有公众具有公平关切三种情形,探究了公平关切程度对于微政务信息公开的收益共享系数可行域、实施微政务信息公开后增加的系统收益、微政务信息公开主体的收益共享系数发展趋势、微政务信息公开比例、双方主体各自收益的影响。
[Abstract]:Aiming at the problem of revenue sharing in the implementation of micro-government information disclosure service, This paper constructs a model of revenue sharing contract between micro-government information providers (represented by government) and micro-government information disclosure users (represented by the public) from the perspective of fair concern. Setting up three situations in which the Government and the public have fair concerns at the same time and to the same extent, only the Government has fair concerns and only the public has fair concerns, This paper probes into the feasible region of the benefit sharing coefficient of the micro-government information disclosure by the degree of fair concern, the increase of the system income after the implementation of the micro-government information disclosure, and the development trend of the income sharing coefficient of the micro-government information disclosure subject. The proportion of micro-government information disclosure and the influence of the main bodies of both parties on their respective income.
