永春县乡镇政府绩效评估体系优化研究

【摘要】：乡镇政府是我国行政体系中最低一级的政权组织,直面公众实施政府管理和提供服务并受其监督的基层政府,政府的施政能力和形象信用直接取决于其行政效能的高低。建立以正确政绩观为导向的科学的乡镇政府绩效评估体系,能从组织制度上为提高政府科学发展能力提供有效支持,在理论上和现实中具有重要意义。本文在总结当前地方政府绩效评估相关研究的基础上,以永春县乡镇政府绩效评估体系为研究对象,阐述了永春县乡镇政府绩效评估体系的现状以及特点,分析永春县乡镇政府绩效评估体系存在的问题,如主体缺乏足够的公众参与,指标设计不够科学合理,实施过程透明度有待加强等,并分析了问题存在的主要原因。根据永春县乡镇政府绩效评估的实际情况,针对永春县乡镇政府绩效评估体系面临的问题,与我国部分地方政府、专家对乡镇政府绩效评估的研究成果进行阐述比较,概括出乡镇政府绩效评估的原则、评估体系流程、指标体系设计等,并以此为基础构建出适用于永春县乡镇政府绩效评估的体系。
[Abstract]:The township government is the lowest political organization in the administrative system of our country. It faces the grass-roots government which carries out the government management and provides the service and is supervised by the public. The administrative ability and image credit of the government depend directly on its administrative efficiency. It is of great significance in theory and practice to establish a scientific evaluation system of township government performance based on the correct view of political achievements, which can provide effective support for improving the scientific development ability of the government from the organizational system. On the basis of summarizing the current research on local government performance evaluation, this paper takes Yongchun county township government performance evaluation system as the research object, and expounds the current situation and characteristics of Yongchun county township government performance evaluation system. This paper analyzes the problems existing in the performance evaluation system of the township government in Yongchun County, such as the lack of adequate public participation in the main body, the lack of scientific and reasonable index design, and the need to strengthen the transparency of the implementation process, etc., and analyzes the main reasons for the existence of the problems. According to the actual situation of the township government performance evaluation in Yongchun County, aiming at the problems faced by the township government performance evaluation system in Yongchun County, this paper expounds and compares the research results of the township government performance evaluation with some local governments and experts in our country. This paper summarizes the principle of township government performance evaluation, the process of evaluation system, the design of index system and so on. On the basis of this, the paper constructs a system suitable for the performance evaluation of township government in Yongchun County.
