地方领导小组的运作逻辑及对政府治理的影响——基于组织激励视角的分析

【摘要】：地方领导小组是如何运作的?小组机制是如何影响地方治理的?借鉴组织经济学的激励理论,结合在S区的田野观察,文章对地方领导小组的成立和运作逻辑进行了分析。研究发现,"小组机制"作为一种亚正式治理机制和激励机制,在本质上是通过一定的组织结构设计和运行机制,改变原有弱激励机制,以"项目"为载体,通过地方政府的"实质权威"取代部门的"正式权威",从而对地方政府进行的强激励。同时,"小组机制"的广泛使用,将使得强激励失灵,出现地方领导小组的"政策空间"竞赛和地方治理的棘轮效应。本研究有助于增强对中国政治官僚制下的"治理机制"与地方治理的理解。
[Abstract]:How do the local leadership groups operate? How does the group mechanism affect local governance? Based on the incentive theory of organizational economics and field observation in S area, this paper analyzes the logic of the establishment and operation of local leading groups. It is found that the "group mechanism" as a sub-formal governance mechanism and incentive mechanism, in essence, through a certain organizational structure design and operation mechanism, change the original weak incentive mechanism, "project" as the carrier. Through the local government's "substantive authority" to replace the department's "formal authority", thus strong incentives to the local government. At the same time, the widespread use of "group mechanism" will cause strong incentive failure, local leadership group "policy space" competition and local governance ratchet effect. This study helps to enhance the understanding of governance mechanism and local governance under Chinese political bureaucracy.
