市辖区边界区域空间冲突的治理难题与改革方略

【摘要】：快速城市化条件下,市辖区边界问题逐渐演变为城市治理中的难点。在较大规模的城市,受界线类型、权属关系、利益主体、城市风险等因素影响,市辖区边界区域形成了复杂的空间形态。这为不同主体之间围绕空间收益分配而爆发冲突制造了机会。然而,限于属地化管理、粗放式勘界和新旧矛盾叠加等方面的束缚,治理遇到了诸多困难。具体表现为:治理体系分裂、管辖界限不明和冲突化解机制不足。针对这些问题,建议采取政府及时"兜底"、冲突分类处置、多主体复合共治等改革方略,以此逐步实现冲突治理从分割到整体的方向转变。
[Abstract]:Under the condition of rapid urbanization, the boundary problem of the municipal district is gradually evolving into the difficulties in the urban governance. In the large-scale city, the boundary area of the municipal district forms a complex spatial form, which is affected by the factors such as the line type, the ownership relation, the interest subject and the city risk. This creates an opportunity for a conflict to erupt around the distribution of space gains between different bodies. However, there are many difficulties in the management of land-based management, extensive exploration and the superposition of new and new contradictions. It is shown that the governance system is divided, the jurisdictional limit and the conflict resolution mechanism are not sufficient. In view of these problems, it is suggested that the government adopt the reform strategies of timely "the bottom of the pocket", conflict classification and multi-subject compound management, so as to gradually realize the direction change of the conflict management from the division to the whole.
