辅导式“联合生产”:城市公共服务供给的一个逻辑转换

【摘要】:公共服务"联合生产"的理论及实践,聚焦于调整传统公共服务的单线型供给逻辑,认为公民不仅是公共服务的被动消费者,还可以成为公共产品或服务的生产者,政府应当以赋能逻辑替代传统公共服务供给中的救济逻辑。与西方发达国家公共服务"联合生产"不同,中国的"联合生产"实践需要同时推进两个方面的任务:一是深化政府职责调整,二是引导与培育社会力量参与公共服务的生产活动。为了加快这两项任务的时间进程,一些地方尝试将扩大社会参与纳入政府职能转变的整体过程,以政府主动转出公共服务的生产职能,为市场、社会组织及个体释放发展空间;再通过有意识地支持与培育社会自主力量,倒逼政府职责的进一步深化调整,形成良性互促机制。
[Abstract]:The theory and practice of "joint production" of public service focus on adjusting the single-line supply logic of traditional public service. It holds that citizens can not only be passive consumers of public service, but also become producers of public goods or services. The government should replace the relief logic in traditional public service supply with enabling logic. Different from the "joint production" of public services in western developed countries, China's practice of "joint production" needs to promote two tasks at the same time: one is to deepen the adjustment of government responsibilities, the other is to guide and cultivate social forces to participate in the production of public services. In order to speed up the time process of these two tasks, some places try to bring the expansion of social participation into the whole process of the transformation of government functions, and take the initiative of the government to transfer the production function of public services to free up the development space for the market, social organizations and individuals, and then, through consciously supporting and cultivating social independent forces, force the further deepening and adjustment of government responsibilities to form a benign mutual promotion mechanism.
