我国公务员廉洁年金制度建设研究

【摘要】：国务院发展研究中心为十八届三中全会提交的改革方案首次提出在反腐方面要建立廉洁年金制度,这给我国反腐建设提供了一个新的视角和研究方向。随着反腐败的深入,建立一个是公务员不敢腐不想腐不能腐的制度显得尤为迫切。党纪国法对腐败行为产生了很大的压力,使公务员不敢腐败。而廉洁年金制度则是一种诱导机制,让公务员不想腐败。廉洁年金制度虽然争议很大,但是从现实情况和社会心理角度来看都具有很大的合理性。我们应该减少公众和社会对该制度的怀疑,加强制度的顶层设计。所以当务之急就是如何去保证廉洁年金制度行之有效,能够起到预防腐败的作用。我国一些地方已经在实践层面对廉洁年金制度进行了探索,中国香港和新加坡亦有先例。论文将在借鉴国外廉洁年金制度运行经验的基础上,构建符合中国国情的廉洁年金制度。本文运用“经济人”假设和成本收益理论分析了廉洁年金制度的逻辑基础,从公务员管理存在问题、廉洁年金制度的意义以及廉洁年金制度可行性三个方面论证了廉洁年金制度的现实基础。同时通过国内实践的比较以及新加坡和香港廉洁公积金制度的比较,并借鉴国内社保基金管理的基础上,从筹资模式、缴费水平、运营管理、监督机制等方面构建了廉洁年金制度的框架。廉洁年金制度的出发点在于对公务员恪尽职守的公共服务精神的认可和肯定,而不仅仅是奖励公务员的廉洁行为。当然反腐是一项长期的任务,不可能单靠某一种制度能够解决问题,本文希望通过廉洁年金制度的建设能够在一定程度上缓解腐败现象,阻止腐败蔓延,这也是本文的研究目的。
[Abstract]:The reform plan submitted by the Development Research Center of the State Council for the third Plenary session of the 18th CPC Central Committee proposed for the first time to establish a clean annuity system in the aspect of anti-corruption, which provides a new perspective and research direction for the construction of anti-corruption in China. With the deepening of anti-corruption, it is particularly urgent to establish a system in which civil servants dare not corrupt and do not want to corrupt. The Party discipline and State Law has brought great pressure on corruption, so that civil servants dare not corrupt. And the clean annuity system is a kind of inducement mechanism, causes the civil servant not to want to corrupt. Although the clean annuity system is controversial, it is reasonable from the point of view of reality and social psychology. We should reduce public and social doubts about the system and strengthen the top-level design of the system. Therefore, the urgent task is how to ensure that the clean annuity system is effective and can play a role in preventing corruption. Some places in China have explored the clean annuity system in practice, and there are precedents in Hong Kong and Singapore, China. On the basis of drawing lessons from the operation experience of foreign clean annuity system, this paper will construct the clean annuity system in accordance with China's national conditions. Based on the hypothesis of "economic man" and the theory of cost and benefit, this paper analyzes the logical basis of the clean annuity system, and demonstrates the realistic basis of the clean annuity system from three aspects: the problems existing in the management of the civil servants, the significance of the clean annuity system and the feasibility of the clean annuity system. At the same time, through the comparison of domestic practice and the comparison of clean provident fund system between Singapore and Hong Kong, and on the basis of domestic social security fund management, the framework of clean annuity system is constructed from the aspects of financing mode, payment level, operation and management, supervision mechanism and so on. The starting point of the clean annuity system lies in the recognition and affirmation of the public service spirit of civil servants, not just the reward of the clean behavior of civil servants. Of course, anti-corruption is a long-term task, which can not be solved by a certain system alone. This paper hopes that the construction of clean annuity system can alleviate corruption to a certain extent and prevent the spread of corruption, which is also the purpose of this paper.
