武汉市东西湖区大部门制改革问题研究

【摘要】:自十七大报告提出大部门制改革的要求,标志着我国新一轮行政管理体制改革又拉开了帷幕。中国建国以后搞了30年的计划经济,其显著特征就是部门设立多,实行条条管理、部门专政,随着计划经济的解体和市场经济的确立,政府部门必然要进行调整,从1982年开始,我国先后进行过六次大的行政管理体制改革,其中一个重要内容就是不断裁减、调整政府机构,以使其能够与一定阶段的社会经济发展相适应。但总的说来,效果并不明显.所谓大部门制改革,就是调整政府部门之间的职能和管辖范围,把那些职能相近、业务性质雷同的政府部门,经过合并重构,整合为一个更大的机构,使其管辖的范围较宽,侧重于横向的宏观管理,避免和减少政府部门对微观经济的干预活动。这一次大部门制改革是我国行政管理体制在新的历史条件下适应市场经济发展的一种全新举措,其改革范围不再限定于政府系统,而可能扩大到执政党以及人大、政协等部门等。与中央层面的大部门制改革相呼应,我国各地方政府也开展了大部门制改革试验。在改革实践中,初步形成了以“深圳模式”、“顺德模式”、“随州模式”、“成都模式”等为代表的、各具本地特色的地方大部门制改革模式。这些崭新改革模式的出现,是对地方层面大部门制改革的积极探索,为大部门制改革从中央走向地方,贴合中国市场经济和社会生活的微观基础起到了十分重要的作用。与上述地方相比,东西湖区的大部门制改革起步较晚,但却具有非常鲜明的特色。东西湖区在充分汲取其他地方改革模式先进经验的基础上,融入了东西湖的地方特色,注重顶层设计、系统推进,形成了地方大部门制改革的“东西湖版”。本文在梳理和总结东西湖区大部门制改革过程、经验和成就的基础上,深入探索东西湖区大部门制改革过程中存在的问题和困难,分析其产生的根源,并以小见大,提出进一步深化大部门制改革的若干对策建议。
[Abstract]:Since the report of the 17th National Congress of the Communist Party of China (CPC), the requirements of the reform of the major department system have been put forward, which marks the beginning of a new round of administrative system reform in China. After the founding of the people's Republic of China, the planned economy for 30 years is characterized by the establishment of many departments, the implementation of bar management and departmental dictatorship. With the disintegration of the planned economy and the establishment of the market economy, government departments must be readjusted. Since 1982, China has carried out six major administrative system reforms, one of which is the continuous reduction and adjustment of government institutions. So that it can adapt to a certain stage of social and economic development. But on the whole, the effect is not obvious. The so-called reform of the large sector system is to adjust the functions and jurisdiction between government departments, and to integrate those government departments with similar functions and similar business nature into a larger organization after merger and reconstruction, so as to make their jurisdiction wider, focusing on horizontal macro management, and avoiding and reducing the intervention activities of government departments in the microeconomy. This reform of the big department system is a new measure for the administrative management system of our country to adapt to the development of the market economy under the new historical conditions. The scope of its reform is no longer limited to the government system, but may be extended to the ruling party, the people's Congress, the Chinese people's political Consultative Conference and other departments. In line with the reform of the large sector system at the central level, local governments in China have also carried out experiments on the reform of the large sector system. In the practice of reform, the reform models of local large sector system with local characteristics, such as "Shenzhen model", "Shunde model", "Suizhou model" and "Chengdu model", have been initially formed, which are represented by "Shenzhen model", "Shunde model", "Suizhou model" and "Chengdu model". The emergence of these new reform models is an active exploration of the reform of the large sector system at the local level, and has played a very important role in the reform of the large sector system from the central to the local level, in line with the microcosmic foundation of China's market economy and social life. Compared with the above places, the reform of the large sector system in Dongxi Lake District started late, but it has very distinct characteristics. On the basis of fully absorbing the advanced experience of other local reform models, Dongxi Lake District has integrated the local characteristics of Dongxi Lake, paid attention to the top-level design, systematically promoted, and formed the "East-West Lake version" of the reform of the local major sector system. On the basis of combing and summing up the process, experience and achievements of the reform of the large sector system in the East and West Lake areas, this paper deeply explores the problems and difficulties existing in the process of the reform of the large sector system in the East and West Lake areas, analyzes its root causes, and through a small part, sees the whole, and puts forward some countermeasures and suggestions for further deepening the reform of the large sector system.
