济南市旧居住区静态交通改造策略研究

【摘要】：随着中国经济的快速发展和小汽车拥有量的迅速增长,旧居住区的静态交通问题日益突出,逐渐成为一个严峻的社会问题。尤其是我国21世纪之前规划建造的居住区普遍对机动车的发展预估不足,以致出现机动车乱停乱放、侵占绿地等现象。而后期静态交通改造简单粗暴,不仅破坏住区环境还使居民的日常生活和出行受到严重影响。基于以上现象,提出切实可行的解决济南市旧居住区静态交通问题的改造策略是笔者选题的初衷。本文首先分析了济南市三个具有代表性旧居住区的静态交通现状和改造的基础条件并从济南市经济发展与机动车发展的关系,城市空间结构的演变,公共交通的发展和居住区的建设与改造等方面论述了济南市旧居住区静态交通问题产生的动因。在借鉴国内外静态交通改造经验后,提出“优先满足居民停车需求”兼顾“停车设施管理和停车需求调控”的总体思路。然后详细论述改造济南市旧居住区静态交通的三种策略:在最大限度保证居住区绿化和公共空间的基础上,从空间和时间两个层面上,统筹挖潜增加静态交通空间;从建立管理机制和管理智能化两个层面上,提高静态交通设施使用效率;从总量控制、时间管理和空间管理三个角度上,调控静态交通需求。最后从选取调研案例中的佛山苑小区按上述改造策略进行模拟改造设计。本文就此提出增容挖潜、加强管理和合理调控三者结合共同解决旧居住区静态交通问题的改造策略,以期对旧居住区改造提供有益的借鉴和参考。
[Abstract]:With the rapid development of Chinese economy and the rapid growth of car ownership, the static traffic problems in old residential areas are becoming more and more prominent, and gradually become a serious social problem. In particular, the residential areas planned and built before the 21st century are generally under-estimated for the development of motor vehicles, resulting in the phenomenon of random parking of motor vehicles, encroachment on the green space and so on. The static traffic reform in the later period is simple and rough, which not only destroys the residential environment, but also seriously affects the daily life and travel of the residents. Based on the above phenomena, it is the original intention of the author to put forward a feasible reform strategy to solve the static traffic problem in the old residential area of Jinan. Firstly, this paper analyzes the static traffic situation and the basic conditions of the transformation of the three representative old residential areas in Jinan, and analyzes the relationship between the economic development of Jinan and the development of motor vehicles, and the evolution of the urban spatial structure. This paper discusses the causes of static traffic problems in the old residential areas of Jinan from the aspects of the development of public transport and the construction and reconstruction of residential areas. Based on the experiences of static traffic reform at home and abroad, this paper puts forward the general idea that "priority should be given to satisfy the parking demand of residents" and "the management of parking facilities and the regulation of parking demand" should be considered. Then it discusses in detail three strategies for reforming static traffic in the old residential areas of Jinan: on the basis of ensuring the greening and public space of residential areas to the maximum extent, and on the basis of space and time, it is necessary to tap the potential as a whole and increase the static traffic space; The efficiency of static traffic facilities is improved from the aspects of establishing management mechanism and managing intelligentization, and the static traffic demand is regulated from three aspects: total quantity control, time management and space management. Finally, the simulation design of Foshan Garden District is carried out according to the above-mentioned transformation strategy. In order to provide a useful reference for the transformation of old residential area, this paper puts forward the strategy of improving capacity and tapping potential, strengthening management and reasonable control to solve the static traffic problem in old residential area, so as to provide a useful reference for the reconstruction of old residential area.
