湖北省新机制教师离岗意愿及影响因素分析

【摘要】:教师是教育事业的第一资源,是发展教育事业的关键所在。从上世纪九十年代“普九”到2006年新修订的《中华人民共和国义务教育法》,我国义务教育经历了从基本普及到全面普及,再到推动义务教育均衡发展的多个阶段。在这20余年的发展历程中,农村师资问题日益突显。一方面农村中小学校的校舍、体育场、仪器设备、图书等硬件设施不断改善,生均公用经费不断增加。另一方面农村地区师资面临骨干教师流失,年龄结构老龄化,学历层次较低,教师编制总量超编,结构性缺编,教师待遇低等问题。针对于此,农村地区教师补充已成为教师队伍建设的重要内容,成为国家战略。在教师补充机制的探索过程中,湖北省的一系列政策措施走在全国前列。2012年,湖北省颁布实施义务教育教师补充新机制,每年有数千名新机制教师补充到农村中小学校,一定程度上保障了农村地区的义务教育发展。然而,调查结果显示,新机制教师在工作生活中离岗意愿强烈,新机制教师队伍的不稳定极大地影响了该项政策的实施效果。换而言之,如何让新机制教师扎根基层是该项政策推行的重中之重。本文从结构上可以分为七个部分,第一部分绪论,阐述了研究的背景,并提出研究问题、研究方法、研究设计。第二部分为文献综述,将教师的逃离感、离教意愿、流动意愿纳入教师供给的理论框架,对相关教师供给及其影响因素的国内外研究文献进行了梳理。第三部分介绍湖北省新机制教师政策的实施现状。第四部分为针对新机制教师的实证数据分析。第五部分,针对实证数据分析不足而做出的个案研究。第六部分,根据数据分析和个案研究结果得出基本结论,并予以反思。最后,提出相应的对策建议。
[Abstract]:Teachers are the first resource of education and the key to the development of education. From -10s to 2006, the compulsory Education Law of the people's Republic of China was revised. Compulsory education in our country has experienced many stages from basic popularization to comprehensive popularization, and then to promoting the balanced development of compulsory education. On the one hand, the school buildings, stadiums, instruments and equipment, books and other hardware facilities in rural primary and secondary schools are constantly improving. On the other hand, teachers in rural areas are facing the loss of backbone teachers, aging of age structure, low level of academic qualifications, overstaffing of teachers and structural shortages. In view of this, teacher supplement in rural areas has become an important part of the construction of teachers and a national strategy. In 2012, Hubei Province promulgated the implementation of the compulsory education teachers supplement new mechanism, every year thousands of new mechanism teachers to supplement rural primary and secondary schools. To a certain extent, the development of compulsory education in rural areas has been guaranteed. However, the results of the survey show that teachers of the new mechanism have a strong willingness to leave their posts in their working lives. The instability of the new mechanism has greatly affected the implementation of the policy. In other words. How to let the teachers of the new mechanism take root at the grass-roots level is the most important part of the policy. This paper can be divided into seven parts from the structure, the first part is the introduction, elaborated the research background, and proposed the research question, the research method. The second part is literature review, which brings teachers' sense of escape, willingness to depart from teaching and willingness to flow into the theoretical framework of teacher supply. The third part introduces the current situation of the implementation of the new mechanism teacher policy in Hubei Province. Part 4th is the empirical data analysis for the new mechanism teacher. Five parts. The case study on the deficiency of empirical data analysis. Part 6th, according to the results of data analysis and case studies, draw the basic conclusions and reflect on them. Finally, the corresponding countermeasures and suggestions are put forward.
