教育研究服务于教育决策的可能性及其实现

【摘要】：科学研究应该为政策制订提供理论依据和事实依据,但教育研究未能在教育政策的制订过程中发挥应有的作用。这一方面是由于教育研究自身的科学性和研判性不强,其成果未能有效地支撑教育决策;另一方面则是因为教育决策者并没有把教育研究成果视为优先考虑的因素。要想让教育研究服务于教育决策得以实现,就要弥合教育研究与教育决策之间的鸿沟,重新塑造教育研究者与决策者之间的关系。为此,需要改善立项机制,释放决策需求;改善评价机制,促进智力供给;建立智库机制,打通"权力与智力"通道。
[Abstract]:Scientific research should provide theoretical and factual basis for policy making, but educational research cannot play its due role in the process of making educational policy. This is due to the fact that the educational research itself is not scientific and judgmental, and its achievements can not effectively support the educational decision making; on the other hand, the educational decision makers do not regard the educational research results as a priority factor. In order for educational research to serve the realization of educational decision, it is necessary to bridge the gap between educational research and educational decision making and remodel the relationship between educational researchers and decision makers. Therefore, it is necessary to improve the mechanism of project establishment, to release the demand for decision-making, to improve the evaluation mechanism, to promote the supply of intelligence, and to establish the mechanism of think tank to open up the channel of "power and intelligence".
