【摘要】：我国基础教育学校章程受历史因素和现实环境的影响,经历了从产生、发展到完善的漫长过程,集中体现了一定阶段内社会经济的发展对基础教育学校的客观要求和美好期待。目前,我国基础教育学校章程的现状依然不容乐观,存在着学校章程实践操作流于形式、对章程的价值认识存在误区、管理的过度行政化、学校章程建设能力不足、章程建设缺乏有效的监督机制、共性要求与个性元素协调失衡等问题。因此,在具体的学校章程改革实践中,要依靠政府政策支持与强力推动,提高各方对学校章程地位和价值的认识,切实履行章程,不断丰富民主管理文化,强化章程的执行与监督,遵循共性要求,凸显特色元素。
[Abstract]:At present , the status quo of the charter of basic education in our country is still not optimistic . The present situation of the charter of basic education in our country is still not optimistic . There is a lack of effective supervision mechanism , the common requirement and the coordination of the personality element . Therefore , in the practice of the reform of the charter , we should improve the understanding of the status and value of the school ' s articles of association , earnestly implement the articles of association , enrich the culture of democratic management , strengthen the enforcement and supervision of the articles of association , and abide by the common requirements and highlight the characteristic elements .
