初中学校第三方绩效评估方案初探

【摘要】:我国当前对学校绩效评估的研究主要集中于高等教育领域,面向初中学校的很少。已有的初中学校绩效评估主要由教育行政部门展开,评估的公正性、专业性受到质疑。近几年来,随着第三教育评估机构的出现,我国的学校评估得到一定的发展。但是这些第三方教育评估机构主要面向高等教育领域,多是由政府主导自上而下建立,独立性缺乏。因此,探讨基础教育领域第三方教育评估机构的构建,并制定第三方教育评估机构应用于初中学校绩效评估的方案,具备一定的研究价值。本文首先梳理了初中学校第三方绩效评估的研究现状,并对其相关概念进行界定。其次,描述第三方教育评估机构的特征及构建原则,在对国内外第三方教育评估机构的概况进行比较介绍的基础上,从确认机构性质、设置机构部门及主要职责、组聘机构成员、机构注册申请几个方面出发,探讨笔者所认为的基础教育领域的第三方教育评估机构的构建。并在本文中的启动保障一节里对其经费来源和政策支持进行了一定的描述。最后制定第三方教育评估机构应用于初中学校绩效评估的基本方案。
[Abstract]:The current research on school performance evaluation in our country is mainly focused on the field of higher education, but few on junior high school. The existing performance evaluation of junior high school is mainly carried out by the educational administrative department, and the evaluation is fair. Professionalism has been questioned. In recent years, with the emergence of the third education evaluation institution, school evaluation in our country has developed to a certain extent. However, these third-party educational evaluation institutions are mainly geared towards the field of higher education. Most of them are established from top to bottom by the government, and lack of independence. Therefore, this paper discusses the construction of the third-party educational evaluation institution in the field of basic education, and formulates the scheme of the application of the third-party educational evaluation institution to the performance evaluation of junior high school. This paper firstly combs the research status of the third party performance evaluation in junior high school, and defines its related concepts. Secondly, it describes the characteristics and construction principles of the third party educational evaluation institution. On the basis of comparing and introducing the general situation of the third-party educational evaluation institutions at home and abroad, starting from the following aspects: confirming the nature of the organization, setting up the agency departments and their main responsibilities, recruiting the members of the organization, and applying for the registration of the institution, This paper probes into the construction of the third-party educational evaluation institution in the field of basic education, and describes its funding source and policy support in the section of the Start-up guarantee in this paper. Finally, it formulates the third-party education. The evaluation institution is applied to the basic scheme of the performance evaluation of junior high school.
