发挥多元主体参与的力量:芬兰中小学反校园欺凌计划的实施及启示

【摘要】:芬兰中小学校园欺凌事件的多发及其带来的危害严重影响学生的健康发展及校园安全环境的构建,为了有效遏制校园欺凌事件,芬兰政府制定出台了反校园欺凌的政策,并于2009年开始实施反校园欺凌计划。该计划的实施包含对校园欺凌的内涵边界及表现形式进行科学界定、开发并实施反校园欺凌课程、养成反欺凌的班级文化和校园文化、构建欺凌事件科学处理应急机制以及加强学校与家庭进行反校园欺凌合作等多样化的举措,其在反校园欺凌方面也取得了一定的成效。通过对芬兰中小学反校园欺凌计划的实施举措及成效进行研究,能够为我国开展反校园欺凌工作提供一定的参考与借鉴。
[Abstract]:The frequent incidents of bullying in primary and secondary schools in Finland and its harmful effects have seriously affected the healthy development of students and the construction of a safe campus environment. In order to effectively curb the incidents of bullying on campus, the Finnish government has formulated a policy against bullying on campus. In 2009, the anti-campus bullying program began to be implemented. The implementation of the program includes the scientific definition of the connotation boundary and manifestations of campus bullying, the development and implementation of anti-campus bullying curriculum, and the development of anti-bullying class culture and campus culture. To build a scientific mechanism for dealing with bullying and to strengthen anti-bullying cooperation between schools and families. Through the research on the implementation measures and effects of anti-campus bullying program in primary and secondary schools in Finland, it can provide a certain reference and reference for China to carry out anti-campus bullying work.
