潍坊市农村基础教育现状调查与研究

【摘要】:我国是一个农业大国,农业、农村、农民问题,与我国现代化建设的全局息息相关。邓小平指出:发展国民经济的重点“一是农业,二是能源和交通,三是教育与科学”。农村现代化,是实现全面现代化建设的关键,而实现农村现代化的关键在于农村教育,其中农村基础教育是重中之重。大力发展农村基础教育,从源头抓起,能使农村劳动者综合素质得到提升,加快农村现代化的发展,才能促进农村经济的发展。作为农村教育重要组成部分的农村基础教育,对加强农业科技创新、应用能力建设和提高农业综合生产能力起着重要的作用。对潍坊农村基础教育进行全面调查与分析,对解决当前围绕潍坊农村的“三农问题”,提高农村人口素质,促进农村经济发展,构建社会主义新农村具有很强的理论意义与现实意义。潍坊是一个农业大市,常住人口达924万,其中农民占630万,有6300个自然村。农村经济的繁荣,直接影响着潍坊市的经济建设。研究潍坊市农村基础教育现状,找出问题,寻求对策,对于发展潍坊市农村基础教育,建设潍坊现代化新农村,都有至关重要的意义。本文共五个部分,对潍坊市农村基础教育的现状做出系统的阐述,找出现阶段潍坊市基础教育中存在的主要问题,并提出对策。1、引言。阐述本文研究的目的和意义,国内外相关研究,研究内容与研究方法,以及本文创新之处与不足。2、基本概念与理论。阐述农村、教育、基础教育的概念以及农村基础教育理论。3、潍坊市农村基础教育现状。从潍坊市农村中小学教师队伍构成与建设、中小学学生现状调查、新课程改革推进情况三个方面,概括潍坊市农村基础教育现状。4、潍坊市农村基础教育存在的问题及成因分析。找出潍坊市农村基础教育中存在的问题,并对问题出现的原因进行分析。5、本文研究结论与对策建议。综述本文研究结论,针对潍坊市农村基础教育中存在的问题,提出一些对策建议。改革开放以来,潍坊市农村基础教育有了很大发展,但也存在着不少亟待解决的问题:教育观念落后陈旧,教育效率低,政府没有意识到农村基础教育对于培养学生全面发展的重要性,政策的制定没有考虑到农村学生的实际特点,师资队伍结构不合理,教师整体素质偏低,配置不科学,教师在职培训机会较少,继续教育机制不完善,农村中小学教师流动性大,教师队伍不稳定。学生厌学情绪严重,学习动力不足,家庭教育观念薄弱,家庭教育起不到作用。这些问题,都是潍坊市农村基础教育发展缓慢的主要表现。而形成这些问题的主要原因是多方面的。从社会环境上来说,“城乡二元”经济结构制约着潍坊农村基础教育发展。新中国成立以后,为了加快经济的发展,促进国家科技、文化等方面的建设,国家制定了优先发展城市建设的战略,制定了“城乡二元”的策略,“一个国家,两种政策,二元治理”的体制逐渐形成。“城乡二元结构”对教育产生了巨大的影响,由于优先发展城市建设,因此教育资金的投入、教育资源的配置,都是以城市发展为主,城市教育优先发展,直接导致了城乡教育资金投入不平衡,教师资源分配不平衡,教育发展不平衡。这个因素,制约着整个中国农村基础教育的发展,同样也制约着潍坊市农村基础教育的发展,使得潍坊市农村基础教育出现诸多问题。以县为主”的教育体制,导致教育资金短缺,限制农村教育的发展。农村基础教育包含了方方面面,教育政策、教育目标、教育经费、教师队伍建设、学生培养、课程改革等环节,相互作用,相互影响,形成农村基础教育这样一个整体。无论是这个整体中的哪一个环节,要想健康发展,为农村基础教育起到促进作用,都离不开教育经费的支持。但现在实行的“以县为主”教育体制,使得教育经费国家出小头,地方出大头。这种体制,促进了县域基础教育的整体发展,但由于经济发展的不均衡性,不能均衡的为农村中小学的发展提供支持和保障,严重制约着潍坊市农村基础教育发展。想要解决潍坊市农村基础教育中存在的问题,要改变现有的资金投入方式,多元投入,为农村中小学发展提供保障;转变观念,让农村基础教育从“二元对立”中走出来,走向多元化,消除城乡差距,实现基础教育城乡一体化发展;要采取有效措施,提高教师队伍整体素质,稳定教师队伍,要大力推进新课程改革,改变教学模式,提高教学质量。本文对于潍坊市农村基础教育的调查与研究,仍有许多不足之处,但希望这一研究,能够引起学术界及政府对潍坊市农村基础教育发展的重视,共同研究,齐抓共管,为潍坊市农村基础教育指明一条可持续发展的新道路,早日实现潍坊市农村基础教育的全面新发展。
[Abstract]:China is a big agricultural country. Agriculture, rural areas and farmers are closely related to the overall situation of China's modernization. Deng Xiaoping points out that the key point of developing the national economy is "agriculture, two is energy and transportation, three is education and science". Rural modernization is the key to the realization of comprehensive modernization, and the key to realize the modernization of the countryside is the key In rural education, rural basic education is the most important. Developing rural basic education and starting from the source can promote the comprehensive quality of rural workers, accelerate the development of rural modernization, and promote the development of rural economy. As an important part of rural education, rural basic education is to strengthen the innovation of agricultural science and technology. The comprehensive investigation and analysis of the rural basic education in Weifang has a strong theoretical significance and reality for solving the current "three rural problems" around Weifang rural areas, improving the quality of the rural population, promoting the development of the rural economy and building a new socialistic rural area. Weifang is a large agricultural city, with a permanent population of 9 million 240 thousand, of which 6 million 300 thousand of the farmers and 6300 natural villages. The prosperity of the rural economy has a direct impact on the economic construction of Weifang. It studies the current situation of rural basic education in Weifang, finds out the problems, and seeks the Countermeasures for the development of rural basic education in Weifang and the construction of a new rural modern countryside in Weifang. All of these are of vital significance. This article has five parts to make a systematic exposition of the current situation of rural basic education in Weifang, to find the main problems in the basic education in Weifang, and to put forward the Countermeasures.1, the introduction, the purpose and significance of this study, the relevant research at home and abroad, the content and methods of research, and the creation of this article. New and inadequate.2, basic concepts and theories. The concept of rural, education, basic education and rural basic education theory.3, the current situation of rural basic education in Weifang city. From the composition and construction of the primary and secondary school teachers in Weifang, the status of primary and secondary school students and the promotion of the new curriculum reform, the rural base of Weifang city is summarized. The students are tired of learning, the learning motivation is insufficient, the family education is weak, and the family education is ineffective. These are all these problems. The main reasons for the slow development of rural basic education in Weifang are the main reasons for the formation of these problems. From the social environment, the economic structure of "urban and rural two yuan" restricts the development of rural basic education in Weifang. After the founding of new China, in order to accelerate the economic development, promote the construction of national science and technology, culture and other aspects. Rural basic education includes all aspects, educational policies, educational objectives, education funds, teachers' construction, student training, curriculum reform and other links, interaction and interaction, and the formation of a rural basic education as a whole. No matter which part of the whole, in order to develop healthier and promote the rural basic education, it can not be supported by the support of educational funds. However, the "county based" educational system has made the state of education fund a small head and a big head. This kind of system has promoted the overall development of the basic education in the county, but it has been promoted. The imbalance of economic development and unbalance provide support and guarantee for the development of rural primary and secondary schools, which seriously restrict the development of rural basic education in Weifang. In order to solve the existing problems in rural basic education in Weifang, it is necessary to change the existing mode of capital investment and multiple input to provide guarantee for the development of rural primary and secondary schools and change the concept of rural primary and secondary schools. To let the rural basic education come out from the "two yuan antagonism", to diversify, eliminate the gap between urban and rural and realize the integrated development of urban and rural areas in basic education. We should take effective measures to improve the overall quality of the teachers, stabilize the teachers' team, and vigorously promote the new curriculum reform, change the teaching mode and improve the quality of teaching. This article is a study of the Weifang farmers. There are still many shortcomings in the investigation and research of village basic education, but it is hoped that this study can cause the academic circles and the government to attach importance to the development of rural basic education in Weifang, to study together, to grasp the common management, to point out a new way of sustainable development for rural basic education in Weifang, and to realize the whole rural basic education in Weifang at an early date.
