老挝基础教育管理体制改革研究

【摘要】：老挝是一个相对落后的东南亚国家,经济基础薄弱,以农业及手工业为主,加上历史上曾论为法国的保护国使得法国的教育尤其是基础教育较为薄弱。二十世纪八十年代以来,在老挝人民革命党的领导下老挝政府实施了一系列有成效的教育改革战略和改革措施。然而,由于老挝的教育原本就很落后加上经济发展缓慢,使得老挝教育的发展依然缓慢,基础教育领域的改革仍然存在许多问题。这些问题的解决将直接关系到老挝整体教育水平的提升,关系到老挝政府能否通过振兴教育来促进经济、社会的快速发展。当前,老挝政府正面临经济体制的改革,基础教育管理体制的改革也只有顺应经济体制改革这一趋势才能为老挝的教育指明新的方向。老挝基础教育管理体制的发展经历了萌发期、早期发展和后续发展时期。老挝基础教育管理体制的现状表明,老挝政府亟待一场大的基础教育管理体制改革。以《全面教育法案》的实施为契机,大力发展好中等教育、职业技术教育和高等教育。实现这一目标就必须实现好教育机会公平、教育质量和教育管理水平的提升。然而目前老挝基础教育管理体制还存在诸如教育行政部门在教育政策的制定实施和监管方面执行力不够、各地整体教学质量不高且地区差异明显、教育资源匮乏、基础教育师资紧缺且教师的社会经济地位亟待进一步改善、基础教育的课程建设方面资源短缺且缺乏特色、基础教育管理体制的改革缺乏强有力的监督机制和激励机制等问题。鉴于老挝的基本国情,在充分借鉴老挝当前的经济社会发展的现实情况,笔者从治理理论的视角对老挝基础教育管理体制改革的可能路径进行了分析,并从治理理论的视角出发探索改革老挝基础教育管理体制的策略建议,以期老挝能够走出一条具有老挝特色的基础教育管理体制改革道路。
[Abstract]:Laos is a relatively backward Southeast Asian country with a weak economic base, mainly in agriculture and handicraft industry. Since 1980's, under the leadership of the Lao people's Revolutionary Party, the Lao government has implemented a series of effective educational reform strategies and measures. However, due to the backward education and slow economic development in Laos, the development of education in Laos is still slow, and there are still many problems in the reform of basic education. The solution of these problems will be directly related to the improvement of the overall education level of Laos and whether the Lao government can promote the rapid development of economy and society through the revitalization of education. At present, the Lao government is facing the reform of the economic system, and the reform of the basic education management system can only follow the trend of the economic system reform to point out a new direction for the Lao education. The development of the basic education management system in Laos has gone through the period of germination, early development and subsequent development. The present situation of the basic education management system in Laos shows that the Lao government urgently needs a big reform of the basic education management system. Taking the implementation of the Comprehensive Education Act as a turning point, we should vigorously develop secondary education, vocational and technical education and higher education. To achieve this goal, it is necessary to achieve good education opportunity equity, education quality and education management level. However, at present, there are still some problems in the basic education management system in Laos, such as the insufficient executive power of the educational administrative departments in the formulation and implementation of educational policies and supervision, the low overall teaching quality in various localities and the obvious regional differences, and the lack of educational resources. There is a shortage of teachers in basic education and the social and economic status of teachers needs to be further improved. The curriculum construction of basic education is short of resources and lack of characteristics. The reform of basic education management system lacks strong supervision mechanism and incentive mechanism. In view of the basic situation of Laos and the current economic and social development of Laos, the author analyzes the possible path of the reform of the basic education management system in Laos from the perspective of governance theory. From the perspective of governance theory, this paper explores the strategic suggestions for the reform of the basic education management system in Laos, in the hope that Laos can walk out of a path of reform of the basic education management system with Lao characteristics.
