韩国中小学教师城乡流动制度对我国流动现状的启示

【摘要】:韩国的教师城乡流动制度已经实施了四十多年,取得了一定的成效,积累了较为成熟的经验,对我国教师流动制度建设有一定的借鉴意义。笔者通过实证研究结果发现:(1)各地缺乏教师城乡流动制度的指导性法律文件支撑,导致教师流动意识淡薄;(2)地方对中小学教师城乡流动制度的落实缺乏有效性;(3)各地中小学教师城乡流动单向失衡;(4)选取流动教师的方式存在过于强制的现象;(5)家庭无法兼顾成为制约教师城乡流动的主要因素。在此基础上,笔者借鉴韩国教师流动制度对我的教师城乡流动制度提出了四条建议:(1)国家出台教师城乡流动的专门性法律制度,使流动意识渗入教师理念当中;(2)在实施教师城乡流动制度时要做到强制性与自愿性相结合,注重对流动教师的人文关怀;(3)建立经济和精神上的双重补偿机制,弥补流动教师的价值损失;(4)合理规定教师流动期限,确保达到流动效果。
[Abstract]:The system of teachers' urban and rural mobility in South Korea has been implemented for more than 40 years, and has achieved certain results, accumulated more mature experience, and has certain reference significance for the construction of teachers' mobility system in China. The author finds that: (1) there is a lack of guiding legal documents supporting teachers' urban-rural mobility system. This leads to a weak sense of teacher mobility; (2) the lack of effectiveness of the local implementation of the system of urban and rural mobility of primary and secondary school teachers; (3) the unidirectional imbalance of the urban and rural mobility of primary and secondary school teachers in various places; (4) the phenomenon of excessive compulsion in the way of selecting mobile teachers; (5) the phenomenon of family. Court can not be taken into account as a major factor restricting the flow of teachers in urban and rural areas. On this basis, the author draws lessons from the Korean teacher mobility system and puts forward four suggestions to my teachers' urban-rural mobility system: (1) the state has introduced a special legal system of teachers' urban and rural mobility. Make the floating consciousness infiltrate into the teachers' idea; (2) when implementing the system of teachers' urban and rural mobility, we should combine the compulsory and voluntary nature, pay attention to the humanistic concern of the floating teachers, (3) establish the double compensation mechanism of economy and spirit, Make up for the loss of value of the floating teachers; (4) reasonable regulation of the teacher turnover period to ensure the flow effect.
