中小学家委会建设的现状与问题——基于全国六省市问卷调查的分析

【摘要】：家委会是现代学校治理体系的重要组成部分,当前我国中小学家委会的建设尚处于初期。基于教育部2014年的六省市调查数据,我们发现自2012年教育部下发《关于建立中小学幼儿园家长委员会的指导意见》以来,我国中小学在形式上普遍建立了家委会,家委会在参与学校管理活动、为学校提供各类服务、为各位家长代言等方面发挥着功能和作用。当前社会舆论指出家委会运行中存在不少问题,诸如家委会成员的代表性不足、家委会功能流于形式等,本次调查表明,社会舆论中关于家委会的负面评价并不具有普遍性,家长们对家委会的评价是积极的。此外,调查还发现,教师和家长对家委会存在较强期待,但双方期待的立场是不同的。基于上述发现,家委会的完善应着重从以下几个方面展开:首先,加大宣传,提升家委会的社会影响,让更多的家长认识它、了解它、参与它;其次,家委会的规范化还需进一步提升;第三,克服家委会运行中的"学校取向";第四,强化家委会"自下而上"的定位,避免家委会"自说自话"的倾向;第五,家委会的功能有待进一步被认同;第六,提高家长参与家委会的能力。
[Abstract]:The family committee is an important part of the modern school governance system, and the construction of the school family committee in our country is still in its infancy. Based on the data of the six provinces and cities surveyed by the Ministry of Education in 2014, we find that since the Ministry of Education issued the guidance opinion on the Establishment of Primary and Secondary Kindergarten Parental Committees in 2012, Chinese primary and secondary schools have generally established a family committee in form. The Committee plays a role in participating in school management activities, providing various services for schools and endorsing parents. The current public opinion points out that there are many problems in the operation of the Family Committee, such as the lack of representation of the members of the Family Committee, the mere formality of the functions of the Family Committee, and so on. This survey shows that the negative evaluation of the Family Committee in public opinion is not universal. Parents' comments on the family committee are positive. In addition, the survey also found that teachers and parents have strong expectations of the family committee, but the two sides expect the position is different. Based on the above findings, the perfection of the Committee should focus on the following aspects: first, increase publicity, enhance the social impact of the Council, let more parents know it, understand it, and participate in it; secondly, The standardization of the National Committee needs to be further improved; third, to overcome the "school orientation" in the operation of the Council; fourth, to strengthen the "bottom-up" orientation of the Family Committee, and to avoid the tendency of the Council to "say its own words"; and fifthly, The function of the family committee needs to be further recognized; sixth, the ability of parents to participate in the family committee should be improved.
