浙、沪、京、苏四地基础教育发展规划比较研究

【摘要】：2016年各地相继公布了《"十三五"教育发展规划》,对未来五年基础教育的改革与发展做出了谋划。本文选取四个教育发达省份的发展规划文本进行分析与比较,透视教育目标、改革热点、重大工程等的相同之处,可以明晰未来五年基础教育的发展潮流与政策方向;分析构成要素、达成路径、特色任务的差异之处,可以更好地把握四地基础教育的发展实况。剖析四地规划文本与实施路径存在差异的原因,能够对发展规划的编制有更深入的了解。
[Abstract]:In 2016, the 13th Five-Year Plan for Educational Development was published in all localities, which made plans for the reform and development of basic education in the next five years. This paper analyzes and compares the text of the development plan of the four developed provinces of education, perspective the similarities of educational objectives, reform hotspots, major projects, and so on, which can clarify the trend of development and policy direction of basic education in the next five years. By analyzing the differences of elements, paths and special tasks, we can better grasp the development of basic education in the four places. It is possible to have a deeper understanding of the compilation of the development plan by analyzing the reasons for the differences between the planning texts and the implementation paths of the four regions.
