义务教育阶段学生留级诉求与“自愿有偿”留级制度探究

【摘要】：目前,越来越多的教师和学生家长呼吁在义务教育阶段实施学生留级制度。义务教育阶段学生留级制度不仅是贯彻"因材施教"的制度基础,还是实施"控辍保学"的制度保障,因而具有存在的必要性;同时,义务教育阶段学生留级制度拥有制度更新空间,且具备国际范例,所以具备可行性。当然,义务教育阶段学生留级制度宜实行"自愿有偿"留级制度,一方面,需要坚持自愿和有偿原则;另一方面,还要系统调研留级诉求,优化学业评价制度,强化留级制度质量监控,防止留级制度异化。
[Abstract]:At present, more and more teachers and parents call for the implementation of the student repeat system in compulsory education. At the stage of compulsory education, the students' repeat system is not only the basis of carrying out "teaching according to their aptitude", but also the system guarantee of "controlling and dropping out", so it is necessary to exist. At the same time, the compulsory education stage student repetition system has the system renewal space, and has the international example, therefore has the feasibility. Of course, the compulsory education stage student repetition system should implement the "voluntary paid" repeat system, on the one hand, we need to adhere to the principle of voluntary and paid; On the other hand, we should systematically investigate repeat appeals, optimize the academic evaluation system, strengthen the quality control of the repeat system, and prevent the alienation of the repeat system.
