校园欺凌治理尚处于起步阶段

【摘要】：校园欺凌现象在中国校园里长期存在却未引起足够重视,由于情节越来越严重,加之通过自媒体的传播,演变为社会舆论,才引发政府与社会各方的关注,国务院、教育部及各省政府都发文要求对校园欺凌进行治理。但由于缺乏完整、系统、准确的调查,对校园欺凌的真实状况认识不够完整清晰,政府部门的相关文件又存在执行主体不明、可操作性不强、专业性不够等问题,中国当下对校园欺凌尚处在引起关注阶段,政府、社会、家庭、学校对校园欺凌的应对都明显准备不够充分,在处理方式上倾向于急功近利的维稳模式。彻底解决校园暴力需要深入研究校园欺凌产生的主要原因,加快法治进程,杜绝成人社会暴力以各种方式传播,尤其要清除教材中的暴力内容;从家庭教育着手,建立温馨和平等互助的家庭环境;各级政府在社会治理过程中要尽力消除暴力倾向,以规范、引导为主,社会上强势的一方要谨慎使用暴力。
[Abstract]:The phenomenon of bullying on campus has long existed on Chinese campuses but has not attracted enough attention. As the plot is getting more and more serious, and through the spread of the media, it has evolved into public opinion, which has aroused the concern of the government and all parties in society. The State Council, The Ministry of Education and provincial governments have issued documents calling for the management of bullying on campus. However, due to the lack of integrity, system and accurate investigation, the understanding of the true situation of bullying on campus is not complete and clear enough, and the related documents of government departments also have some problems such as unclear subject of execution, weak operability, lack of professionalism, and so on. The government, society, family and school are obviously not prepared enough to deal with campus bullying, and they tend to maintain stability mode of quick success and quick profit in the way of dealing with campus bullying. To solve the school violence thoroughly, we need to deeply study the main causes of campus bullying, speed up the process of rule of law, and put an end to the spread of adult social violence in various ways, especially to eliminate the violence content in the textbooks. The governments at all levels should try their best to eliminate the tendency of violence in the process of social governance, and the dominant party in society should be careful to use violence.
