终身学习“立交桥”视角下上海市学分银行制度建设研究

【摘要】:从全球趋势看,促进终身教育和学习、创建学习型城市,已日益成为各国开发人力资源、提高经济竞争力、实现社会可持续发展的重要战略。从上海发展看,上海正在持续创新驱动发展、经济转型升级,大力建设国际经济、金融、贸易、航运中心,加快建设具有全球影响力的科技创新中心。终身教育发展要进一步加强创新人才培养,提高城市核心竞争力,扩大教育供给,持续提升市民的学习素养和创新能力,满足广大市民不断增长的多样化、多层次的终身学习需求。为此,上海在全国范围内率先对学分银行制度进行探索,为上海市终身教育的发展做出了很多努力,但毕竟理论研究和实践研究的不足和缺乏使其在发展过程中遇到一些阻碍,本研究拟通过对上海学分银行制度建设情况进行梳理,进而推动学习型社会建设。本研究通过文献研究、比较研究、调查访谈等研究方法,对上海学分银行制度进行了系统的探究,得出“制度标准初步建成,运作程序相对顺畅,用户对象基本满意”的结论,同时基于终身学习“立交桥”的发展视角也发现当前上海学分银行制度建设存在“顶层设计规划不完善、普及推广实施不深入、参与建设主体不全面、相关办学机制不适应、学分转换标准不健全”等问题。基于以上研究,通过比较借鉴以及相应的实证调研,对上海市学分银行制度建设发展提出五条建议:一是积极探索地方资格框架制度,建立符合上海特色的资格框架体系;二是继续完善学分认定与转换工作流程,继续完善学分认定与转换标准;三是加快建立学分银行独立运行机制,强化协同管理体制;四是不断推进包括人才选拔机制、高校学制、质量保障体系、资源共享机制等教育机制的调整。
[Abstract]:In view of the global trend, promoting lifelong education and learning and establishing learning cities have increasingly become an important strategy for countries to develop human resources, improve economic competitiveness, and realize sustainable social development. Shanghai is continuing to innovate and drive development, economic transformation and upgrading, and vigorously build an international economic, financial, trade and shipping center. Speed up the construction of scientific and technological innovation centers with global influence. The development of lifelong education should further strengthen the training of innovative talents, enhance the core competitiveness of cities, expand the supply of education, and continuously enhance the learning literacy and innovation ability of citizens. To meet the growing diversity and multi-level lifelong learning needs of the general public, Shanghai has taken the lead in exploring the credit banking system throughout the country, and has made a lot of efforts for the development of lifelong education in Shanghai. But after all, the deficiency and lack of theoretical and practical research make it meet with some obstacles in the process of development. This study intends to comb the construction of credit bank system in Shanghai. Through the methods of literature research, comparative study, investigation and interview, the author makes a systematic research on the credit bank system of Shanghai, and draws the conclusion that "the system standard is initially built, and the operation procedure is relatively smooth." At the same time, based on the development perspective of lifelong learning "overpass", it is also found that "the top-level design is not perfect, the popularization and promotion is not deep" in the construction of the credit bank system in Shanghai. Participation in the construction of the main body is not comprehensive, the relevant school-running mechanism is not suitable, the credit conversion standard is not perfect ". Based on the above research, through comparison and empirical research, Five suggestions are put forward for the construction and development of the credit banking system in Shanghai: first, to actively explore the local qualification framework system and to establish a qualification framework system that conforms to Shanghai characteristics; and second, to continue to improve the work flow of credit recognition and conversion. Continue to improve the credit recognition and conversion standards; third, accelerate the establishment of an independent operation mechanism of credit banks and strengthen the cooperative management system; fourth, continuously promote the system of talent selection, academic system and quality assurance system. The adjustment of educational mechanism such as resource sharing mechanism.
