淮安市农村劳动力技能培训问题研究

【摘要】:全球经济的快速发展与科技的不断更新,社会对各种工作岗位的需求与发展都提出了更新更高的要求。加强对广大农村劳动力进行技能培训,是党和政府一直倡导的以人为本,与时俱进以及统筹城乡发展的必然要求,是建设我国社会主义新农村的需要,同时也是农村全面建设小康社会的重要措施之一。加强对我国农村劳动力的职业技能培训,对于提高广大农村劳动力技能素质以及适应现代产业的生产技能和业务技能、提高他们的市场就业竞争力、进一步拓宽农村劳动力转移渠道、充分调动广大农民工的积极性、引导农村富余劳动力合理转移及就业有着十分重要的意义。 为了建立完善的农村劳动力技能培训体系,加快社会主义新农村建设,推进城乡统筹就业,促进农村适龄富余劳动力充分转移。本文通过对淮安市部分区市为例进行实地走访,通过问卷调查的方式,了解农村转移劳动力对于技能培训再就业的需求和培训方法,认真地搜集有关农村劳动力职业技能培训的相关资料,比对、分析整理,进行系统的研究,发现我国农村劳动力技能培训所存在的一系列问题:如农村劳动力技能培训参与的不均衡性;职业培训内容的不完善;培训经费的使用效率不高;政府部门职能分割,市场监管不到位;培训内容不能适应经济的发展,满足企业用人需求等。 在此基础上,本文再以如何发展我国农村劳动力技能培训为取向,借鉴国外发展教育培训所采取的先进措施,结合淮安市发展的实际状况,针对农村劳动力技能培训存在问题的原因进行分析。就制约技能培训工作发展的影响因素,提出在进一步完善政府的相关机制、加大政府的宏观调控与资金投入的基础上,尊重农民的意愿,侧重政策引导,用积极鼓励政策带动农民积极性,将培训内容市场化,将培训层次分类化。充分发挥培训机构作用,创新培训形式,建立灵活的定单式与定向性培训模式,发展地方特色专项职业能力及完善与培训相配套的其它服务体系,从全方位的推进农村劳动力技能培训,从根本上提高农民的社会竞争能力,提高农民的生活水平。
[Abstract]:With the rapid development of global economy and the continuous renewal of science and technology, the demand and development of all kinds of jobs in the society have put forward higher and newer requirements. Strengthening the skills training for the vast rural labor force is always advocated by the Party and the government. Keeping pace with the times and coordinating the development of urban and rural areas is the necessity of building a new socialist countryside in our country, and is also one of the important measures to build a well-off society in rural areas in an all-round way. To improve the skill quality of rural labor force, to adapt to the production skills and professional skills of modern industries, to improve their market employment competitiveness, to further broaden the channels of rural labor force transfer, and to fully mobilize the enthusiasm of the vast number of migrant workers. It is of great significance to guide the rational transfer and employment of rural surplus labor force. In order to establish a sound rural labor force skills training system, accelerate the construction of a new socialist countryside, and promote urban and rural employment as a whole, This paper makes a field visit to some districts and cities of Huaian City, through questionnaire survey, to understand the demand and training method of rural migrant labor force for skill training and re-employment. Conscientiously collect relevant data on vocational skills training of rural labor force, compare, analyze and organize, and carry out systematic research. Found a series of problems in rural labor skills training: such as rural labor skills training participation imbalance; vocational training content is not perfect; the use of training funds is not high efficiency; the function of government departments is divided. Market supervision is not in place; training content can not adapt to economic development to meet the needs of enterprises. On the basis of this, this paper, based on the orientation of how to develop the skills training of rural labor force in our country, draws lessons from the advanced measures adopted by foreign countries to develop education and training, and combines with the actual situation of the development of Huai'an City. This paper analyzes the causes of the problems existing in the skill training of rural labor force. On the basis of further perfecting the relevant mechanism of the government and increasing the macro-control and capital investment of the government, the influencing factors that restrict the development of the skill training work are put forward. Respecting the will of farmers, focusing on policy guidance, actively encouraging policies to stimulate farmers' enthusiasm, marketizing training contents, classifying training levels, giving full play to the role of training institutions, and innovating training forms, Set up flexible training mode of order type and orientation, develop special professional ability with local characteristics and perfect other service system matching with training, promote rural labor force skill training in all directions. Fundamentally improve farmers' social competitiveness and improve their living standards.
