青海新型农牧民培训模式研究

【摘要】:近年来,国家对农牧民培训工作的重视程度日益提升,培训经费投入也越来越大,培训覆盖面也越来越广,目前青海每年培训的农牧民总人数就达到60万人次以上。开展农牧民进行培训是提高农牧民科技素质、文化素质、增加收入、实现新农村建设的重要举措。通过开展农牧民科技培训,可培养“会经营、善管理、懂科技、有文化”的新型农牧民,对提高青海农牧产品的科技含量和国际竞争力,推进现代农牧业和农村牧区经济发展具有重要的理论意义和现实意义。通过培训,农牧民不仅掌握了新的农牧业生产新技术、新方法,而且对于促进了农牧民的转移就业。但是,由于多方面因素的影响,农牧民培训工作仍然存在着政策宣传不到位、培训管理工作混乱、培训资金投入不足及使用不当等诸多问题,从而导致了农牧民培训效果不太理想、农牧民参与培训的积极性不高等现象。 本论文通过在青海省西宁地区、海东地区、海北州、海南州、海西州、黄南州及玉树州选择了17个县,并在每县选择30户较典型的农牧户,共获得456份具有代表性的农牧民调查问卷的基础上,运用规范分析和实证分析相结合的方法,对青海省农牧民培训的现状及特征进行分析和总结,在对青海省农牧民培训现有模式进行全面分析的基础上,,寻找出青海省农牧民培训工作中存在的问题及影响培训效率提高的原因,进而,通过总结和借鉴国内外农牧民培训模式,结合青海省现代农业发展和新型农牧民培训的需求,从青海省农牧民培训管理机制和运行效率两个方面,构建了青海省新型农牧民培训的长效机制,提出青海省新型农牧民培训模式应根据不同农牧业生产领域、不同的产业领域和不同的培训目标进行选择优化,最后提出保证青海省新型农牧民培训工作健康发展的对策建议。
[Abstract]:In recent years, the state has been paying more and more attention to the training of farmers and herdsmen, increasing the investment in training funds and increasing the coverage of training. At present, the total number of farmers and herdsmen trained each year in Qinghai amounts to more than 600000 person-times. To carry out training for farmers and herdsmen is to improve the scientific and technological quality, cultural quality and income of farmers and herdsmen. Through carrying out scientific and technological training for farmers and herdsmen, a new type of farmers and herdsmen with "good management, good management, knowledge of science and technology, and culture" can be cultivated to improve the scientific and technological content and international competitiveness of agricultural and pastoral products in Qinghai. It is of great theoretical and practical significance to promote the economic development of modern agriculture and animal husbandry and rural pastoral areas. Through training, farmers and herdsmen have not only mastered new agricultural and animal husbandry production techniques, but also new methods. However, due to the influence of many factors, the training of farmers and herdsmen still has a lack of policy publicity, and the training management work is confused. Many problems such as insufficient investment and improper use of training funds lead to the poor training effect of farmers and herdsmen and the low enthusiasm of farmers and herdsmen to participate in training. In this paper, 17 counties were selected in Xining, Haidong, Haibei, Hainan, Haixi, Huangnan and Yushu in Qinghai Province, and 30 typical farm and pastoral households were selected in each county. On the basis of 456 representative questionnaires of farmers and herdsmen, the present situation and characteristics of training of farmers and herdsmen in Qinghai Province were analyzed and summarized by combining normative analysis with empirical analysis. On the basis of comprehensive analysis of the existing training models of farmers and herdsmen in Qinghai province, this paper finds out the problems existing in the training of farmers and herdsmen in Qinghai province and the reasons that affect the improvement of training efficiency. Through summing up and drawing lessons from the training mode of farmers and herdsmen at home and abroad, combining the demand of modern agriculture development and new type of farmers and herdsmen training in Qinghai Province, the paper analyzes the management mechanism and operational efficiency of training of farmers and herdsmen in Qinghai Province. The long-term mechanism of training of new type farmers and herdsmen in Qinghai Province is constructed. The training mode of new type farmers and herdsmen in Qinghai Province should be selected and optimized according to different fields of agricultural and animal husbandry production, different fields of industry and different training objectives. Finally, the countermeasures and suggestions to ensure the healthy development of the training work of the new type farmers and herdsmen in Qinghai province are put forward.
