国际视野中开放大学的最新发展和关注热点

【摘要】：随着互联网技术的广泛应用和普通高校大规模加入远程教育发展行列,远程教育不再是开放大学的特权,开放大学如何转型创新走出困境,已成为全球开放大学关注和探讨的热点。因此,有必要描述和分析国际上开放大学的最新发展、面临挑战以及关注热点。目前,国际上开放大学的数量仍在上升,并出现多样化的办学模式,尤其是由普通高校联盟合建的私立开放大学,充分利用联盟成员高校的声誉和影响力,成为新型的开放大学的办学模式。随着国际上资历框架和学分互认的终身学习体系的建立,英联邦32个小国的政府合办的虚拟大学,为学习者进行跨国的资历和学分互认提供了国际平台,也开创了开放大学的新模式。普通高校提供远程教育的规模扩展,导致了部分传统的开放大学教育市场不断缩小和学生人数的下降,有的开放大学试图通过扩展多样化教育增加生源走出困境。在这种形势下,国际上的开放大学关注和探讨的热点是什么?从国际远程教育组织的最新文献来解读,可以归纳出开放大学当前和未来关注和探讨的八大热点主题,即:(1)开放大学的领导力;(2)远程教育的质量保证机制;(3)开放教育资源和MOOC课程;(4)全纳和公平教育;(5)远程学习者和学习支持服务;(6)远程在线教学论;(7)大数据和学习行为分析;(8)信息交流技术的应用。在我国开放大学面临着再认识和转型的关键时期,对开放大学关注热点及策略发展的研究能为我国开放大学的发展带来的现实启示作用。
[Abstract]:With the wide application of Internet technology and the large-scale participation of universities in the development of distance education, distance education is no longer the privilege of open universities. Global Open University has become a focus of attention and discussion. Therefore, it is necessary to describe and analyze the latest development, challenges and hot spots of the Open University. At present, the number of international open universities is still on the rise, and there are various modes of running schools. In particular, the private open universities, which are jointly established by the Union of ordinary Colleges and Universities, make full use of the reputation and influence of the colleges and universities that are members of the Union. To become a new type of open university mode of running a school. With the establishment of the international qualification framework and the lifelong learning system of credit recognition, the virtual university, jointly organized by the governments of 32 small countries of the Commonwealth, provides an international platform for learners to conduct cross-national qualifications and credit recognition. It also pioneered a new model for the Open University. The expansion of distance education in colleges and universities has led to the shrinking of some traditional open university education markets and the decline of the number of students. Some open universities try to increase the number of students by expanding diversified education out of the dilemma. Under this situation, what is the hot spot that the international open university pays close attention to and discusses? From the latest literature of the International distance Education Organization, we can conclude the eight hot topics concerned and discussed by the Open University at present and in the future. The quality Assurance Mechanism of distance Education 3) Open Education Resources and MOOC courses 4) inclusive and Fair Education 5) distance Learner and Learning support Services In order to analyze the application of information exchange technology. In the critical period of recognition and transformation of the Open University in China, the research on the focus and strategy development of the Open University can bring practical enlightenment to the development of the Open University in China.
