中国成人教育立法现状与展望研究

【摘要】：十八大四中全会提出依法治国,建设中国特色社会主义法治体系,在国家政策引领下人们对教育领域的立法问题更加关注。通过对国内外的成人教育立法现状文献进行梳理分析,发现中外成人教育立法存在诸多方面的差距,立足本国国情,借鉴国外成人教育立法经验,提出了构建中国成人教育法的几点展望:构建成人教育法规体系,制定全国性的《成人教育法》单行本、确立立法理念,建立终身教育制度,构建学习化社会、建立规范的成教管理体制和运行机制。
[Abstract]:The fourth Plenary session of the 18th CPC Central Committee proposed governing the country according to law, building a socialist legal system with Chinese characteristics, and paying more attention to the legislative issues in the field of education under the guidance of national policies. Through combing and analyzing the current status of adult education legislation at home and abroad, the author finds that there are many gaps between Chinese and foreign adult education legislation, based on the national conditions, draw lessons from foreign adult education legislation experience. This paper puts forward some prospects for the construction of adult education law in China: to construct the system of adult education laws and regulations, to formulate a nationwide edition of the Adult Education Law, to establish the idea of legislation, to establish the system of lifelong education, and to construct a learning society. Establish a standardized adult education management system and operational mechanism.
