深化职称制度改革背景下职称评聘模式研究

【摘要】：职称制度是具有中国特色的专业技术人才评价和管理的基本制度,关系到广大专业技术人才切身利益。评聘关系一直是职称制度改革的热点与难点,涉及专业技术职务评价与聘用两个环节。随着《关于深化职称制度改革的意见》印发,我国职称工作进入新一轮深化改革阶段,如何更好地处理评聘关系问题是改革的核心问题之一。本文在深入分析评聘关系演变与模式分化的基础上,给出了深化职称制度改革的背景下,处理好评聘关系的主要路径,包括明确职称的功能定位与本质属性,清晰界定职称制度相关方权力结构,做好事业单位相关人事制度的衔接以及厘清职称制度与职业资格制度的关系等。
[Abstract]:Professional title system is the basic system of evaluation and management of professional and technical talents with Chinese characteristics, which relates to the vital interests of the vast number of professional and technical talents. The relationship between evaluation and employment has always been a hot and difficult point in the reform of professional title system, involving two links of professional and technical job evaluation and employment. With the publication of "opinions on deepening the Reform of Professional title system", the work of professional title in our country has entered a new stage of deepening reform. How to better deal with the issue of evaluation and employment relationship is one of the core problems of the reform. Based on the in-depth analysis of the evolution of the evaluation and employment relationship and the differentiation of the mode, this paper gives the background of deepening the reform of the professional title system, and the main ways to deal with the evaluation and employment relationship, including the functional orientation and essential attributes of the title, are given in this paper. Clearly define the power structure of relevant parties in the system of professional title, do a good job in the connection of the relevant personnel system of institutions and clarify the relationship between the system of professional title and the system of professional qualification, etc.
