平煤股份公司职工安全培训对策研究

【摘要】:进入21世纪以来,随着全国经济发展对能源需求的不断增加,煤炭行业得到了长足发展,全国煤矿建设投资不断增加,截至2014年全矿煤矿年生产能力达到40亿吨,煤炭消费占全国能源消费的近70%。但煤矿事故一直是制约煤矿发展的难题。通过加强职工安全培训、提高职工素质,减少和杜绝事故的发生,是近年来国家煤矿安全部门提出的主要措施之一。作为全国煤炭生产主力企业,平煤股份公司在安全生产方面成绩显著,特别是在安全培训方面取得了很大进步,促进了煤矿安全生产。但煤矿安全培训工作仍存在诸多深层次问题亟待解决。本文结合平煤股份公司安全生产、安全培训及人员的特点,对平煤股份公司管理工作者、接受培训的作业职工、培训人员三个层次人员展开抽样问卷调查,通过统计分析,发现平煤股份公司在职工安全培训方面存在七个方面的问题:1、对安全培训认识不足;2、安全培训投入不足;3、师资数量不足、质量参差不齐,特别是实际操作教学能力不足;4、实训基地建设滞后;5、培训任务过大,内容形式陈旧;6、教材开发滞后;7、人员入口把关不严,人员流动性大,无效重复培训多等。在总结各类问题的基础上,从不同侧面对其形成原因进行了分析,主要包括:师资队伍建设和实际操作培训基地建设无法满足教学需要;管理人员及职工对安全培训重视不够,工学矛盾解决不好;教材开发与现实生产需要结合不紧密,造成教学与生产需要脱节;招工关口把关不严,造成部分文化素质较低人员进入职工队伍,企业人员流动性大,无效培训和重复培训多,培训效率低;安全培训投入不足制约着培训质量的提高等。结合对平煤股份公司培训的实际调查和笔者十多年的安全培训实践,提出了解决该公司安全培训问题的对策,包括:树立正确的培训理念,提高对安全培训的认识;深化职工安全培训模式改革,实行现代培训管理模式和质量控制体系,提高培训效率;加强师资队伍建设,提高教学水平;重视实训基地建设,强化职业技能训练;加强企业内部人力资源管理,提高在岗职工文化素质和综合素质;重视教材开发,实现教材与生产现场无缝衔接,紧密结合;加大投入力度,保障安全培训各项投入,提升安全培训水平。
[Abstract]:Since the beginning of the 21st century, with the increasing demand for energy from the national economic development, the coal industry has been greatly developed, and investment in coal mine construction has been increasing continuously, with the annual production capacity of the whole coal mine reaching 4 billion tons as of 2014. Coal consumption accounts for nearly 70% of China's energy consumption. However, coal mine accidents have always been a difficult problem restricting the development of coal mines. It is one of the main measures put forward by the national coal mine safety department in recent years to strengthen the safety training of the workers, improve the quality of the workers, and reduce and prevent the occurrence of accidents. As the main enterprise of coal production in China, Ping-coal joint-stock company has made remarkable achievements in safety production, especially in safety training, which has promoted the safety production of coal mines. However, there are still many deep-seated problems in coal mine safety training. Based on the characteristics of safety production, safety training and personnel in Pingcoal Joint Stock Company, this paper conducts a questionnaire survey on three levels of personnel in Pingcoal Stock Company, such as management workers, trained workers and trainers, and through statistical analysis, It is found that there are seven problems in the safety training of staff and workers in Pingcheng Coal Co., Ltd.: (1) insufficient knowledge of safety training; (2) insufficient investment in safety training; (3) insufficient number of teachers, uneven quality, especially lack of practical teaching ability; (4) lagged construction of practical training base; (5) excessive training tasks and obsolete contents; (6) lagging behind in the development of teaching materials; 7, personnel entrance control is not strict, personnel mobility, ineffective repeated training, and so on. On the basis of summarizing all kinds of problems, this paper analyzes the reasons for its formation from different aspects, including: the construction of teaching staff and the construction of practical training base can not meet the needs of teaching; Managers and workers pay less attention to safety training, and the contradiction between work and study is not well solved, the teaching material development is not closely integrated with the actual production needs, resulting in the disconnection between teaching and production needs; The lack of strict control at the recruitment gate results in the entry of some personnel with low cultural quality into the staff and workers, the mobility of enterprise personnel, the number of ineffective training and repeated training, and the low training efficiency, and the insufficient investment in safety training restricts the improvement of training quality, and so on. Combined with the actual investigation on the training of Ping-coal joint stock company and the author's safety training practice for more than ten years, this paper puts forward the countermeasures to solve the safety training problems of the company, including: setting up the correct training idea and raising the understanding of the safety training; We should deepen the reform of staff safety training mode, carry out modern training management mode and quality control system, improve the training efficiency, strengthen the construction of teaching staff and improve the teaching level, attach importance to the construction of practical training bases and strengthen vocational skills training. Strengthen the management of human resources in the enterprise, improve the cultural quality and comprehensive quality of the on-duty workers, attach importance to the development of teaching materials, realize the seamless connection between the teaching materials and the production site, and combine closely with each other. Increase investment, ensure safety training investment, improve the level of safety training.
