族群分层与国家认同:内地新疆班政策的体系建构及内容优化探析

【摘要】：20世纪80年代以来,新疆的族群分层日益显现,对少数民族的国家认同造成了一定冲击。通过对35项内地新疆班政策的内容分析,可以发现,为了增加新疆少数民族受教育的机会,提高其经济收入,削减族群分层差距,增进国家认同,我国充分利用内地的优质教育资源,建成了涵盖大学教育、研究生教育、高中教育、中等职业教育等各个阶段的内地新疆班政策体系,取得了较好的成效。但在现有政策体系中,不同的政策目标之间仍存在不少张力,政策目标与政策内容之间也存在着一定的冲突。因而需要在整体性治理的思维下,进一步整合政策目标,优化政策内容,以进一步消减族群分层差距,增进少数民族大学生的国家认同。
[Abstract]:Since 1980 s, the ethnic stratification in Xinjiang has become more and more obvious, which has had a certain impact on the national identity of ethnic minorities. Through the analysis of the contents of 35 Xinjiang class policies in the mainland, it can be found that in order to increase the educational opportunities of ethnic minorities in Xinjiang, increase their economic income, reduce the gap between ethnic groups, and enhance national identity, China has made full use of the high-quality educational resources in the mainland, and has built a class policy system covering university education, graduate education, high school education, secondary vocational education and other stages, and has achieved good results. However, in the existing policy system, there are still many tensions between different policy objectives, and there are also some conflicts between policy objectives and policy content. Therefore, under the thinking of overall governance, it is necessary to further integrate the policy objectives and optimize the policy content in order to further reduce the stratification gap between ethnic groups and enhance the national identity of minority college students.
