我国留学生高等教育质量保障制度构建的系统化进路

【摘要】：构建质量保障制度体系是我国留学生高等教育可持续发展的必然选择。留学生高等教育质量保障制度涉及政府、高校、社会等多个主体,涉及招生、培养、毕业、国际学历承认等多个环节,具有强烈的系统化指向。当前,我国留学生高等教育质量保障缺乏外部总领性立法、高校内部质量保障制度不健全、未建立第三方质量认证机制、制度要素间的协同度较低,系统化缺陷明显;需要从制度的本位主义出发,优化顶层设计和规则结构,补足制度缺失与短板,加强制度要素间的协同,系统化构建留学生高等教育质量保障制度体系。
[Abstract]:The construction of quality assurance system is an inevitable choice for the sustainable development of higher education for foreign students in China. The quality assurance system of higher education for foreign students involves many subjects, such as government, colleges and universities, society and so on, including enrollment and training. Graduation, recognition of international academic qualifications and other links, has a strong systematic direction. At present, the quality assurance of higher education for foreign students in our country lacks of external general legislation, and the internal quality assurance system of universities is not perfect. If the third party quality certification mechanism is not established, the degree of synergy among the system elements is low, and the systematic defects are obvious; It is necessary to optimize the top-level design and the rule structure from the perspective of institutional orientation, complement the lack and weakness of the system, strengthen the coordination among the institutional elements, and systematically construct the quality assurance system system for foreign students' higher education.
