【摘要】：正以"打造大平台、承接大项目、培育大成果"为工作重点,促进创新要素积聚和系统集成。坚持"高地造峰,以用为本",突出高层次人才队伍建设重点,统筹推进各类人才队伍协调发展。一手抓投入,一手抓产出,保证内部资源的合理配置和科学管理,同时最大限度获取外部资源。高水平大学建设是我国着眼经济社会发展全局和高等教育竞争力提升,整体性推进高等教育改革的一项战略举措。近年来,地方高校因其在优化高等教育结构布局、提高高等教育整体质量、推动区域经济社会协调发展等方面的重要作用,亦成为高水平大学
