【摘要】:当今,在我国倡导高等教育治理现代化的背景下,科学合理地处理大学、政府与社会的关系,形成社会广泛参与的多元治理格局已成为高等教育发展的必然。由于美国是世界高等教育强国及协会组织发展最完善的国家,本文选取其最具代表性的精英研究型大学联盟——美国大学联合会(the Association of American Universities,以下简称"AAU”),深入研究其参与美国高等教育内外部治理的表现及有利因素,从而丰富高等教育治理研究的理论成果,并为我国建立大学协会、改善高等教育治理结构提供借鉴。本研究基于文献法、案例研究法和历史研究法对AAU参与高等教育治理的情况及有利因素进行分析,共分为五个部分。绪论部分包括选题缘由及问题提出、相关概念界定、研究综述、研究意义、研究的思路与方法等;第一章介绍了AAU的发展概况(包括AAU的成立、发展、组织机构及运作机制);第二、三章研究AAU作为独立于高校与政府的第三方机构是如何参与高等教育治理的,主要从它对高等教育行业自律的促进及协调大学与政府的关系两方面进行分析,此为本研究的重点;第四章探讨利于AAU参与高等教育治理的因素,主要从美国高等教育整体运行环境及AAU组织自身的因素两方面展开。通过研究,本文发现AAU作为独立于高校与政府的中介组织,一方面通过高等教育质量认证、建立精英大学入会标准、监督并提升高校人才培养质量及制定院校治理与科研管理规则等方式来规范北美主要研究型大学的实践活动,为高校内部的科研及人才培育决策提供指导;另一方面,它积极参与到联邦政府高等教育政策制定过程中,就高等教育领域关切的政策议题通过写信、出席听证会、发布报告等方式对政府进行游说,主题包括提供法律法规咨议及科技政策建议、争取联邦政府资助、重要职位设置及其人选推荐和抵制政府的过度干预等方面。AAU能参与治理,既得益于美国独特的高等教育运行环境,也与组织自身的多方面努力息息相关。由于AAU并非高校及政府的决策机构,因此其治理的效果难以简单评判,但它无疑是参与美国高等教育治理的一支重要力量。AAU参与治理的经验值得我们在结合本土国情的基础上批判性地吸收与借鉴。
[Abstract]:Nowadays, under the background of advocating the modernization of higher education governance in our country, the relationship between university, government and society is dealt with scientifically and reasonably. It has become an inevitable trend for the development of higher education to form a pluralistic governance pattern in which the society participates widely, because the United States is the most perfect country in the world for the development of the powerful country of higher education and the organization of association. This paper selects its most representative elite research university alliance, the American University Federation (. The Association of American Universities. Hereinafter referred to as "AAU", in-depth study of its participation in the United States higher education internal and external governance performance and favorable factors, so as to enrich the theoretical results of higher education governance research, and establish a university association for our country. Improve the governance structure of higher education to provide reference. This study is based on the literature method, case study method and historical research method to analyze the situation and favorable factors of AAU participation in higher education governance. It is divided into five parts. The introduction part includes the reasons and questions of the topic, the definition of related concepts, the summary of the research, the significance of the research, the ideas and methods of the research, etc. The first chapter introduces the development of AAU (including the establishment, development, organization and operation mechanism of AAU). Second, the third chapter studies how AAU, as a third-party institution independent of university and government, participates in the governance of higher education. This paper mainly analyzes the relationship between university and government in the promotion and coordination of self-discipline in higher education industry, which is the focus of this study. Chapter 4th discusses the factors conducive to AAU participating in the governance of higher education, mainly from the overall operating environment of higher education in the United States and the factors of the AAU organization itself. This paper finds that AAU, as an intermediary organization independent of university and government, on the one hand, sets up the admission standard of elite university through the quality certification of higher education. Supervising and improving the quality of talent training and establishing the rules of university governance and scientific research management to standardize the practical activities of major research universities in North America and provide guidance for scientific research and talent cultivation decisions within colleges and universities; On the other hand, it is actively involved in the development of higher education policy in the federal Government, lobbying the Government on policy issues of concern in the field of higher education by writing letters, attending hearings, issuing reports, etc. Topics include providing advice on laws and regulations and science and technology policy advice, securing federal funding, recommending key positions and candidates, and resisting excessive government intervention. AAU is involved in governance. Because AAU is not only the decision-making institution of university and government, it is difficult to judge the effect of its governance simply because it benefits from the unique environment of higher education in the United States as well as the various efforts of the organization itself. But it is undoubtedly an important force in the governance of American higher education. The experience of AAU participation in governance is worthy of us to absorb and learn critically on the basis of combining the local conditions.
