高等教育投资效率区域差异性研究

【摘要】：高等教育是经济社会的发展动力,随着技术革新和产业结构的升级,人们对教育的需求日益增多,高等教育在经济增长中发挥的作用愈加重要。教育投资是提高人力资本质量,促进技术创新并带动区域经济发展的重要途径,目前我国对高等教育的投资处于不均衡状态,严重影响了教育机会、教育条件以及教育过程的不公平,进而导致高等教育发展不平衡。由此,所造成的高等教育投资效率的区域差异成为制约我国社会经济发展的重要因素,文章选题为国家制定区域高等教育发展战略以及区域社会经济发展规划提供理论支持,对于促进教育公平发展、实现教育机会公平化具有重要意义。为了缩小高等教育投资效率区域的差异,探究影响高等教育投资效率的因素,本文依据教育投资的相关理论为基础,通过对高等教育投资效率区域差异的影响机制的分析,为实证研究的进行提供可行性。在实证部分,本文以DEA模型测算出的高等教育投资效率作为被解释变量,选取我国31省高等教育2005-2014年的各项投入产出数据,并将省份以人均GDP为衡量指标划分为三个区域,采用固定效应与随机效应相结合的方法对各影响因素与高等教育投资效率之间的关系进行实证研究,得出以下结论:经济发展对各区域高等教育投资效率都具有显著正向作用;产业结构对高等教育投资效率具有较为显著的正向作用,其中对低收入区影响最大;人力资本水平对普通高等教育投资效率有一定的正相关关系,对较高收入区影响较大,但是对低收入区没有显著影响;区域教育支出占财政支出比重对较高收入区教育投资效率没有显著影响,对中等收入区和低收入区有较显著的正相关影响;区域高等教育支出占教育总经费支出比重对各区域高等教育投资效率都有显著正向作用。通过研究发现,区域经济发展水平、区域产业结构、区域人力资本存量、区域财政运营情况以及区域政府投资政策等因素对高等教育投资效率的影响存在区域性差异。本文以此为依据提出以下政策建议:深化经济体制改革,推动区域发展方式转变,使政府和市场在教育资源配置中更好地发挥作用;优化区域产业结构,调整产业结构的合理化和高度化,使高等教育规模符合市场产业结构;加强以市场为导向,以提升高校市场竞争力;应该加大对高等教育的投资力度,提升人力资本水平,带动整个区域经济的全面稳速发展;拓宽教育投资渠道,让更多的社会资本进入到教育系统中,扩大高等教育投资总量,进而提高高等教育投资效率。
[Abstract]:Higher education is the driving force of economic and social development. With the technological innovation and upgrading of industrial structure, the demand for education is increasing day by day, and higher education plays an increasingly important role in economic growth. Education investment is to improve the quality of human capital. The important way to promote technological innovation and promote regional economic development is that the investment in higher education in our country is in an unbalanced state at present, which has seriously affected the educational opportunities, educational conditions and the unfairness of the educational process. As a result, the regional differences in the investment efficiency of higher education have become an important factor restricting the social and economic development of our country. This paper provides theoretical support for the national development strategy of regional higher education and the regional social and economic development planning, which can promote the equitable development of education. It is of great significance to realize the equalization of educational opportunities. In order to narrow the regional differences of investment efficiency of higher education and explore the factors that affect the efficiency of investment in higher education, this paper bases on the relevant theories of educational investment. Through the analysis of the influence mechanism of the regional differences in the investment efficiency of higher education, this paper provides the feasibility for the empirical research. In the empirical part, the paper takes the DEA model as the explained variable. The input-output data of higher education in 31 provinces of China from 2005 to 2014 are selected, and the GDP per capita is divided into three regions. By using the method of combining fixed effect and random effect, this paper makes an empirical study on the relationship between the influencing factors and the investment efficiency of higher education, and draws the following conclusions: economic development has a significant positive effect on the investment efficiency of higher education in various regions; The industrial structure has a significant positive effect on the investment efficiency of higher education, among which it has the greatest impact on the low-income areas, and the level of human capital has a positive correlation with the investment efficiency of ordinary higher education, and has a greater impact on the higher income areas. However, there is no significant effect on the low income area, the proportion of the regional education expenditure to the financial expenditure has no significant influence on the efficiency of education investment in the higher income area, but it has a significant positive correlation to the middle income area and the low income area. The proportion of regional higher education expenditure to the total expenditure on education has a significant positive effect on the investment efficiency of higher education in each region. Through the research, it is found that the level of regional economic development, the regional industrial structure, the regional human capital stock, regional economic development level, regional industrial structure, regional human capital stock. There are regional differences in the influence of regional financial operation and regional government investment policies on the investment efficiency of higher education. Based on this, this paper puts forward the following policy suggestions: deepening the economic system reform and promoting the transformation of regional development mode. To make the government and the market play a better role in the allocation of educational resources; to optimize the regional industrial structure, to adjust the rationalization and upgrading of the industrial structure, to make the scale of higher education conform to the market industrial structure; and to strengthen market-oriented, In order to enhance the market competitiveness of colleges and universities, we should increase investment in higher education, raise the level of human capital, promote the overall steady development of the entire regional economy, broaden the channels of investment in education, and let more social capital enter into the education system. Expand the total amount of investment in higher education, and then improve the efficiency of investment in higher education.
