2014年高考改革对大学招生及人才培养模式的影响研究

【摘要】:2014年9月,国务院印发了《关于深化考试招生制度改革的实施意见》,依照《实施意见》规定,本次改革的目标是:2014年在上海、浙江两省市先行高考综合改革试点,为2017年全国推进考试招生制度改革“提供依据”,到2020年基本建立中国特色现代教育考试招生制度。与以往改革不同的是,此轮改革重在改进招生计划分配方式、改革考试形式和内容、改革招生录取机制、改革监督管理机制,其不仅对基础教育带来了深刻影响,也将对高校的招生录取机制、人才培养理念、人才培养模式带来重大的影响。而在学界关于高考改革对高校的影响则少有人问津,即便有少许研究,也只是集中在“高校的自主招生改革”上,“高考改革对高校招生与人才培养模式的影响及高校如何应对”“高校应如何适应高考改革新常态”等问题几乎无人涉足,而关于此领域的实证调查研究更是难觅踪迹。在这种背景下,对“高考改革可能给高校本科招生培养带来的影响”,以及“高校应如何应对”的理论研究,尤其是实践研究就显得尤为迫切和重要,本研究的主题便应运而生。本文基于“2014年高考改革在试点中对试点省份高校的招生及人才培养模式造成了巨大的影响,且试点省份各高校也积极及时地做出了应对之策,为2017年全国高校应对高考改革提供了宝贵且具体的借鉴经验。”的研究假设,遵循从理论到实践再到理论的研究思路,展开了对本课题的研究。首先,论文第一章通过对2014年高考改革方案的创新之处及其与高校密切相关的改革点的解读,回答了2014年高考改革是否对大学有影响,如何对大学产生影响以及这些改革点可能给高校的招生及人才培养模式带来哪些影响等问题,分析其影响的或然状态;其次,论文第二章通过实证调查,分析在试点中2014年高考改革对浙江、上海两省市各高校的实际影响,高校的初期探索和应对之策,回答了2014年高考改革在实践中产生了什么样的实际且具体的影响,高校又是如何应对的这一问题,分析其影响及应对之策的实然状态;再次,论文第三章在实证调查分析的基础上总结提炼试点省份各高校的成功经验与不足,回答了试点省份高校应对得如何等问题;最后,论文的第四章在试点省份各高校所积累的经验的基础上继续探索全国高校应对2014年高考改革的策略,回答全国高校理应如何应对这一问题,分析应对之策的应然状态。通过四个章节的梳理得出本研究的结论:2014年高考改革在实际中确实对试点省份各高校带来了影响,且试点省份各高校也积极地采取了应对措施抓住机遇迎接挑战,主要在招生与培养两个方面采取了具体的应对之策,给全国高校提供了可资可鉴的成功经验,譬如继续深化大类招生培养模式;同时也存在认识不足、反应迟钝、应对保守等问题,鉴于此,大学相关管理部门尤其是教务处的管理者更应该在思想认识上高度重视高考改革对人才培养方面的影响,各部门加强沟通与协作,高屋建瓴,未雨绸缪,对人才培养模式作出适当的调整,进而在2014年高考改革即将全国推广之际,以更佳的状态抓住机遇、迎接挑战,推动高等教育领域的深化改革,为更好地培养人才打造高等教育强国而努力奋斗!
