高等教育供给侧改革的动因、链条与思路

【摘要】：高等教育的供给侧,是指高等教育服务产品的供给端或网络状供给链,一般由供给主体、供给链条及相关要素构成。高等教育的供给侧改革,既源于经济领域供给侧改革的策动又源于自身改革的需要,是高等教育大众化中后期可持续发展的必然选择。改革试图通过调结构、提质量、去产能、消库存等措施,来达到增加优质高等教育产品供给和减少劣质高等教育产品供给的目的。改革的着力点在于三大供给主体,即政府、社会和高校的供给链本身及各链条之间的结构关系。基于此,改革的思路与路径有四:一是以政府为主导的政策链改革;二是以社会为主导的支持链改革;三是以高校为主导的服务链改革;四是以法制为主导的供给链关系改革。
[Abstract]:The supply side of higher education refers to the supply end or network supply chain of higher education service products, which is generally composed of supply main body, supply chain and relevant elements. The supply-side reform of higher education originates from the drive of supply-side reform in the economic field and from the needs of its own reform. It is an inevitable choice for the sustainable development of higher education in the middle and late stages of popularization of higher education. The reform attempts to increase the supply of high quality higher education products and reduce the supply of inferior higher education products by adjusting the structure, raising the quality, removing the production capacity and eliminating the inventory. The key point of the reform lies in the structural relationship between the supply chain itself and the chain of government, society and universities. Based on this, there are four ways to reform: first, the policy chain reform led by the government; second, the society-oriented reform of the support chain; third, the service chain reform led by colleges and universities; and fourth, the supply chain reform led by the legal system.
