政策工具视角下美国高等院校招生录取政策多元化改革

【摘要】：受国家政治、经济和文化等因素影响,美国高等院校逐渐形成了多元化的招生录取政策工具结构,它集中体现在招生录取政策、招生录取标准和招生录取方式三个方面。美国多元化招生录取政策在发展过程中提高了学生的高等教育参与度,促进了高等教育公平。我国在招生录取政策制定和实施过程中应注意综合运用各种政策工具,积极引入基于需求的市场性政策工具,规避强制性政策工具风险,加强政策工具创新,充分释放招生录取制度改革能量。
[Abstract]:Influenced by national political, economic and cultural factors, American colleges and universities have gradually formed a diversified structure of admission policy tools, which is embodied in three aspects: admission policy, admission criteria and admission methods. In the process of development, the diversified admission policy in the United States increases the participation of students in higher education and promotes the fairness of higher education. In the process of making and implementing the admission policy, our country should pay attention to the comprehensive use of all kinds of policy tools, actively introduce the market policy tools based on demand, avoid the risk of compulsory policy tools, and strengthen the innovation of policy tools. Fully release the enrollment system reform energy.
