高校科研业绩量化评价中的常见陷阱及超越策略

【摘要】：如何全面、客观、科学合理地评价各高校及高校内部各机构、各学科和各科研人员的科研业绩,是每个高校都必须尽力解决好的一个非常重要而又较为困难的问题。目前,大部分高校科研评价中都或多或少地存在偏差,其部分根源在于3种陷阱,即对学科间存在的学科差异了解不够,对各种科研成果的宏观总量了解不够,对各类科研活动及成果的真实发展速度了解不够。对此,提出了基于同类相比原则的数量与占比相结合的高校科研评价方法,强调科研管理部门尽量全面掌握各学科性质差异、各类数据库的收录范围和年度收录总量变化情况,以及各类科研成果产出总量的发展态势。该方法的实施有利于更科学、公正、合理地做好高校科研业绩评价工作。
[Abstract]:How to comprehensively, objectively, scientifically and reasonably evaluate the achievements of scientific research in colleges and universities and their internal institutions, disciplines and researchers is a very important and difficult problem that every university must solve well. At present, there are more or less deviations in the evaluation of scientific research in most colleges and universities, which are partly rooted in three kinds of pitfalls, that is, insufficient understanding of the differences between disciplines, and insufficient understanding of the macro total amount of various scientific research achievements. Lack of understanding of the true speed of development of scientific research activities and achievements. In view of this, this paper puts forward the evaluation method of scientific research in colleges and universities based on the principle of the same kind of comparison, and emphasizes that the scientific research management departments should grasp the differences of the nature of the various disciplines, the scope of the various databases and the changes of the annual total amount as far as possible. As well as all kinds of scientific research achievements output total development trend. The implementation of this method is conducive to more scientific, fair and reasonable evaluation of scientific research achievements in colleges and universities.
