协商共治:我国大学院系有效治理的可行模式

【摘要】：院系是履行大学核心职能的具体实施单位,是我国大学治理体系和治理能力现代化建设的关键环节。在对我国大学院系治理现状进行述评的基础上,归纳提出了院系治理中存在的问题。通过对欧美大学院系治理模式的考察和比较,着重探讨了美国大学共同治理模式的特征及发展趋势。综合参考欧美院系治理经验,结合我国大学院系治理实际,提出了大学院系"协商共治"模式构想。在我国现有政策法规框架下,凝练提出了"党政共管、分工合作、教授治学、民主协商"的院系治理原则,重构多元利益主体共同参与下的院系治理结构与模式运行方式,初步构建了适于我国大学院系有效治理的"协商共治"模式。
[Abstract]:Colleges and departments are the specific implementing units to fulfill the core functions of universities, and are the key links in the modernization of university governance system and governance ability in our country. On the basis of a review of the present situation of the governance of colleges and departments in China, the problems existing in the governance of colleges and departments are summarized and put forward. Based on the investigation and comparison of the governance models of American universities and departments, the characteristics and development trend of the common governance models of American universities are discussed. Referring to the management experience of European and American colleges and departments, combined with the practice of university administration in our country, this paper puts forward the conception of "consultation and co-administration" model of university departments and colleges. Under the framework of our country's existing policies and regulations, this paper puts forward the principles of "the co-management of the party and government, the division of work and cooperation, the teaching of the study and the democratic consultation", and reconstructs the governance structure and the mode of operation of the school and department with the participation of multiple stakeholders. The model of "consultation and co-treatment" suitable for the effective governance of colleges and departments in China has been preliminarily constructed.
