智库评价:新型高校智库建设的有效工具

【摘要】:在顶层设计的引领驱动下,高校智库在智库潮中渐趋鼎足之势。但高校智库同质化程度高、发展不均衡;研究成果转化难、贡献率低;影响力也不高,影响渠道又较为单一。为突破新型高校智库建设面临的困局,应构建一整套完备的高校智库评价体系。科学的智库评价能明确标准,是新型高校智库建设的"指挥棒";能汇聚信息,是新型高校智库建设的"听诊器";能改进效能,是新型高校智库建设的"过筛网"。在新型高校智库构建过程中,以下几点尤为关键:在评价标准上,注重结果评价和系统评价相结合;在评价内容上,注重投入评价与产出评价相结合;在评价对象上,注重机构评价与项目评价相结合;在评价主体上,注重同行评价与社会评价相结合;在评价方法上,定量评价与定性评价相结合。
[Abstract]:Led by the top-level design, university think-tanks tend to trend in the tide of think tanks. But the homogenization degree of the university think tank is high, the development is not balanced, the research results are difficult to transform, the contribution rate is low, the influence is not high, the influence channel is relatively single. In order to break through the difficulties faced by the construction of new university think tanks, a complete evaluation system of university think tanks should be constructed. Scientific evaluation of think-tanks is a "baton" for the construction of new types of think tanks in colleges and universities; it can gather information and is the "stethoscope" for the construction of new types of think tanks in colleges and universities; and it can improve efficiency and is the "oversieve network" for the construction of new types of think tanks in colleges and universities. In the process of constructing a new type of university think tank, the following are the key points: in the evaluation standard, the combination of result evaluation and system evaluation; in the evaluation content, the combination of input evaluation and output evaluation; in the evaluation object, Emphasis is placed on the combination of institutional evaluation and project evaluation; on the subject of evaluation, on the combination of peer evaluation and social evaluation; on the evaluation method, the combination of quantitative evaluation and qualitative evaluation.
