新时期高校依法治校的路径选择

【摘要】：依法治校是依法治国理念在高校的具体实践和创新,也是依法治国战略的重要组成部分。新时期加强高校依法治校,需要构建一套以章程为核心的制度体系,提高领导干部的法治思维能力和工作人员的依法办事能力,搭建好信息公开、民主管理和权利申诉三大平台,还要理顺依法治校与党委领导、党委领导与校长负责、行政权力与学术权力、学校与政府等四对主要关系。
[Abstract]:Running a school according to law is not only the concrete practice and innovation of the concept of governing the country by law in colleges and universities, but also an important part of the strategy of governing the country according to law. In order to strengthen the rule of law in colleges and universities in the new period, it is necessary to build a system with the core of articles of association, to improve the ability of leading cadres to think according to law and the ability of staff members to handle affairs according to law, and to set up a good publicity of information. The three major platforms of democratic management and right appeal should be straightened out the four main relationships between the party committee leadership and the party committee leadership the responsibility of the party committee leader and the principal the administrative power and the academic power and the school and the government.
