【摘要】：在私立高等院校云集的美国,加州的公立高等教育却一枝独秀,造就了公立高等教育的奇迹,而其特有的自治与协调相结合的行政治理模式是其成功的核心与关键,树立了公立高等教育行政治理的典范。面对公立性与自主性的两难抉择,加州创造性的引入公立性的协调机构——加州高等教育协调委员会,居中协调。州政府及教育行政部门在宏观政策上予以指导;各公立高等教育系统的管理董事会作为高校的最高权力机构,行使宪法赋予的自治权,直接管辖各高等院校的各项事务;加州协调委员会则引导不同类别、不同级别的高等院校均衡分布、合理竞争,促进加州高等教育整体的健康有序发展。文章在对加州公立高等教育行政治理时代背景、历史脉络以及现状进行详细剖析的基础上,着重阐释了加州公立高等教育行政治理的组织与人员构成、治理内容与目的以及方式方法。在文章最后,提炼加州公立高等教育行政治理模式的有益经验,为我所用,推进我国公立高等教育行政治理的科学化发展,进而促进我国高等教育整体质量的提升。
[Abstract]:In the United States, where private institutions of higher learning gather, California's public higher education outshines, creating a miracle of public higher education, and its unique administrative governance model, which combines autonomy and coordination, is the core and key to its success. Set up a public higher education administrative governance model. In the face of the dilemma between public nature and autonomy, California has creatively introduced a public coordinating body, the California higher Education Coordination Committee, to mediate coordination. The state government and the administrative department of education give the guidance in macroscopic policy; the board of directors of each public higher education system, as the supreme authority of the university, exercises the autonomy conferred by the constitution and directly governs the affairs of the colleges and universities; The California Coordinating Committee guides the balanced distribution of different types and levels of institutions of higher learning and reasonable competition to promote the healthy and orderly development of California's higher education as a whole. Based on a detailed analysis of the background, historical context and current situation of the administrative governance of California's public higher education, the article emphatically explains the organization and personnel composition of the administrative governance of California's public higher education. Governance content and purpose as well as ways and means. At the end of the article, we refine the beneficial experience of the administrative governance model of California public higher education, and use it to promote the scientific development of our public higher education administrative governance, and then promote the overall quality of higher education in our country.
