中国特色高校智库运行的政策定位

【摘要】：高校智库是附属于高校的政策研究中心的统称。明确高校智库的政策定位是顺利推进中国特色新型高校智库建设的基础工作。在政策价值方面,高校智库要实现研究范式上学术性和政策性的统一、研究立场上客观性和公正性的统一以及研究地位上依附性和独立性的统一。在提供政策建议上,高校智库要依据时效性、简洁性、可接近性、针对性等特征开发更加灵活的政策建议载体。在开放政策进程模型中,高校智库可以通过参与和影响议程设定、引导公共争论和对话、创新政策行动等方式影响政策进程。在高校智库与政府的互动中,除了用自身的专业知识服务于决策,还可以运用启迪模式、人员交流、理性批判等方式促进政府科学决策。最后,高校智库还需要坚守公正立场服务公共利益。
[Abstract]:University think tank is the general name of policy research center attached to colleges and universities. Making clear the policy orientation of the university think tank is the basic work to promote the construction of the new type of university think tank with Chinese characteristics. In terms of policy value, the university think tank should realize the unity of academic and policy in research paradigm, objectivity and impartiality in research stand, and dependence and independence in research position. In order to provide policy advice, colleges and universities think tanks should develop more flexible carriers of policy advice according to the characteristics of timeliness, simplicity, accessibility and pertinence. In the open policy process model, the university think tank can influence the policy process by participating and influencing agenda setting, guiding public debate and dialogue, innovating policy action and so on. In the interaction between the university think tank and the government, in addition to serving decision-making with its own professional knowledge, it can also promote the scientific decision-making of the government by means of enlightening mode, personnel exchange, rational criticism and so on. Finally, colleges and universities think tanks also need to adhere to a just stand to serve the public interest.
