美国大学治理中的学生参与研究

【摘要】：学生参与大学治理是近年来世界高等教育发展的一个重要趋势。经过长期的积淀,美国学生参与大学治理已经具备较为成熟的参与机制,在权利保障和权力行使上均取得了较为显著的成绩。研究美国大学治理中学生参与的历史及现状,可为我国大学治理提供有益的启示与借鉴。美国学生参与大学治理主要经历了缓慢发展、激进参与和制度化发展三个阶段,并在制度化阶段形成较为成熟的参与模式。从学生的参与权利来看,美国大学在其内部治理“宪法”——《大学章程》中以不同形式作出了规定,赋予学生参与大学治理的合法权利;从学生参与权力的行使来看,其参与途径主要包括个人参与及组织参与两种形式。个人参与主要表现为:通过学生代表列席大学中的董事会及各类委员会参与、通过申诉办公室参与、通过学生评教参与及参与后勤管理;组织参与主要分两个层面,一个是通过全国性的学生组织参与,如:“学生治理协会”、“美国学生治理联合会”等,另一个层面则是通过学校层面的学生组织参与,如“学生治理联合会”、“学生媒体”等。由此发现,美国学生参与大学治理有深厚的历史根基、有效的权利保障、多样性的参与途径,其发展具有较为成熟的模式。通过对现有研究的分析不难发现,我国学生参与大学治理尚存在一些不足。我国的学生参与起步较晚,无论是在权利保障上还是在权力行使上,抑或是在学生参与能力的提高上,都缺乏优秀的经验及成熟的机制。因此,我国应从这几个方面借鉴美国的成熟经验,以改善我国学生参与大学治理的现状。
[Abstract]:Student participation in university governance is an important trend in the development of higher education in the world in recent years. After a long period of accumulation, American students' participation in university governance has a more mature participation mechanism, and has made remarkable achievements in the protection of rights and the exercise of power. The study of the history and present situation of students' participation in university governance in the United States can provide useful enlightenment and reference for our country's university governance. American students' participation in university governance has experienced three stages: slow development, radical participation and institutionalized development, and a more mature mode of participation has been formed in the institutionalization stage. From the point of view of students' right to participate, American universities have stipulated in different forms in their internal governance "Constitution", giving students the legal right to participate in university governance, and from the point of view of the exercise of students' right to participate in university governance, The ways of participation include personal participation and organizational participation. Personal participation is mainly manifested as: participation through student representatives of the board of directors and various committees in the university, participation through the Office of Complaints, participation in student evaluation and participation in logistics management, and participation in organization and participation in two main levels. One is through national student organizations, such as the Student Governance Association, the American Student Governance Federation, and the other is through student organizations at the school level, such as the Student Governance Federation. Student media, etc. It is found that the participation of American students in university governance has a deep historical foundation, effective protection of rights, and diverse ways of participation, and its development has a more mature model. Through the analysis of the existing research, it is not difficult to find that there are still some deficiencies in the participation of Chinese students in university governance. The students' participation in our country starts late, no matter in the protection of rights, in the exercise of power, or in the improvement of students' ability to participate, there is a lack of excellent experience and mature mechanism. Therefore, our country should draw lessons from the mature experience of the United States from these aspects in order to improve the present situation of students' participation in university governance.
