行政驱动与自主变革:地方本科院校转型发展路径选择

【摘要】：地方本科院校转型发展既离不开政府资源及政策等外部条件的支撑和引导,又少不了高校自身对转型发展的认同与探索。理论与实践证明,单纯依靠内部或外部力量皆难以获致顺利转型。理顺政府高校关系,实现行政驱动与自主变革相结合,充分调动院校转型发展积极性,辅之以政府精准按需供给是实现有序转型的必由之路。
[Abstract]:The transformation and development of local colleges and universities can not only be supported and guided by external conditions such as government resources and policies, but also the identification and exploration of the transformation and development of colleges and universities themselves. Theory and practice prove that it is difficult to achieve a smooth transformation by relying solely on internal or external forces. It is the only way to realize the orderly transformation by straightening out the relationship between government colleges and universities, realizing the combination of administrative drive and independent reform, fully mobilizing the enthusiasm of colleges and universities' transformation and development, supplemented by the government's accurate supply on demand.
